How often shall parent-teacher meetings be held in a year in Vietnam?
According to Clause 1, Article 9 of the Regulations on the Parent-Teacher Association issued together with Circular 55/2011/TT-BGDDT:
Activities of Parents and the Parent-Teacher Association
1. Meetings of all parents:
a) At the beginning of the school year, the homeroom teacher organizes a meeting for all parents to elect the class Parent-Teacher Association with the number of members as specified in Point a, Clause 1, Article 3 of these regulations. During the school year, organize three meetings for all class parents: At the beginning of the school year, at the end of the first semester, and at the end of the school year. Hold an extraordinary meeting when at least 50% of the class parents request it.
b) The decision to organize or not to organize a meeting of all school parents is made by the school’s Parent-Teacher Association.

Clause 2, Article 1 of the Regulations on the Parent-Teacher Association issued together with Circular 55/2011/TT-BGDDT stipulates as follows:
Scope of Adjustment and Subjects of Application
- These regulations stipulate the organization and activities of the Parent-Teacher Association; management responsibilities of the Parent-Teacher Association.
2. These regulations apply to the Parent-Teacher Associations of preschools, kindergarten schools, primary schools, lower secondary schools, upper secondary schools, and schools with multiple educational levels (hereinafter collectively referred to as schools).

- Responsibilities of Parents:
+ Cooperate with the school in managing and educating students and perform the tasks set out by the Parent-Teacher Association.
+ Coordinate with the homeroom teacher and subject teachers to take care of, manage, and motivate students to actively, voluntarily study, practice ethics, and comply with the school's regulations and rules.
+ Bear responsibility for their children's violations and shortcomings according to the law and perform the recommendations of the class parents' representative board in cooperation with the school in taking care of, managing, and educating students.
- Rights of Parents:
+ Parents have the rights stipulated in Article 95 of the Education Law 2019, the right to propose the school create favorable conditions for their children to study and train;
+ Nominate themselves or be nominated to the class Parent-Teacher Association;
+ Decline support when the class Parent-Teacher Association or the school Parent-Teacher Association proposes contributions if they are not willing.
+ Carry out or refrain from carrying out matters not unanimously agreed upon in parent meetings or meetings of the Parent-Teacher Association.
What are the regulations on the operational funding of the Parent-Teacher Association in Vietnam?
According to Article 10 of the Regulations on the Parent-Teacher Association issued together with Circular 55/2011/TT-BGDDT, the regulations on the operational funding of the Parent-Teacher Association are as follows:
- Operational funding of the Parent-Teacher Association:
+ The operational funding of the class Parent-Teacher Association comes from the voluntary contributions of parents and other legal sponsorships for the class Parent-Teacher Association.
+ The operational funding of the school Parent-Teacher Association is deducted from the operational funding of the class Parent-Teacher Associations upon the recommendation of the meeting of all heads of the class Parent-Teacher Associations at the beginning of the school year and other legal sponsorships for the school Parent-Teacher Association.
- Management and use of the operational funding of the Parent-Teacher Association:
+ The head of the class Parent-Teacher Association cooperates with the homeroom teacher to propose a spending plan for the contributions, sponsorships, and only use it after the whole class Parent-Teacher Association has unanimously agreed;
+ The head of the school Parent-Teacher Association agrees with the principal on the funding usage plan for contributions, sponsorships, and only use it after the whole school Parent-Teacher Association has unanimously agreed.
- The collection and spending of funds by the Parent-Teacher Association must ensure transparency and democracy; after spending, a public report on the fund's expenditure must be made at class parent meetings and school Parent-Teacher Association meetings. No average contribution levels are set for parents.
- The Parent-Teacher Association is not allowed to collect contributions from students or their families for:
+ Contributions not based on the principle of voluntary participation.
+ Contributions not directly serving the activities of the Parent-Teacher Association: Protection of school facilities, ensuring school security; supervising vehicles of students; cleaning classrooms, cleaning the school; rewarding the school's management, teachers, staff; purchasing equipment, teaching aids for the school, classrooms, or for the school's management, teachers, and staff; supporting the management work, organizing teaching, and educational activities; repairing, upgrading, or building new school facilities.
