b) The organization or non-organization of a school-wide parent meeting is decided by the school's parent-teacher association.

+ Members of the Class parent-teacher association are enthusiastic and responsible individuals who cooperate with the homeroom teacher, subject teachers, and the school, representing parents in the class to implement student education activities.

- School parent-teacher association:

+ Each school has a parent-teacher association consisting of a president, vice presidents, and standing members (if necessary).

+ Members of the School parent-teacher association are the presidents or vice presidents of the Class parent-teacher associations.

+ The number of vice presidents and standing members (if any) of the School parent-teacher association is decided by the meeting of presidents and vice presidents of Class parent-teacher associations.

- The term of office for the Class parent-teacher association and School parent-teacher association is one school year; the term ends when the new school year begins, except for the final year classes, which end at the close of the school year.

- Members of the parent-teacher association can be changed or supplemented as needed at the request of the president. Changes or supplements to the Class parent-teacher association are decided by all parents of the class; changes or supplements to the School parent-teacher association are decided by the entire School parent-teacher association.

- The parent-teacher association operates on the principle of consensus. Discussions and agreements within the parent-teacher association are recorded in the meeting minutes.

Thus, it is observed that the parent-teacher association is divided into the Class parent-teacher association and the School parent-teacher association for the academic year.

What are tasks of the parent-teacher association in Vietnam?

The Class parent-teacher association performs three tasks and has three rights as stipulated in Article 4 of the Charter of the parent-teacher association issued together with Circular 55/2011/TT-BGDDT as follows:

- Tasks of the Class parent-teacher association:

[1] Coordinate with the homeroom teacher and subject teachers to organize student education activities;

[2] Coordinate with the homeroom teacher to prepare the content for parent meetings during the school year;

[3] Participate in moral education for students; nurture and encourage good students, assist underperforming students, encourage dropouts to return to school; assist poor students, students with disabilities, and students facing other difficulties.

- Rights of the Class parent-teacher association:

[1] Decide to convene parent meetings per Article 9 of the Charter of the parent-teacher association issued together with Circular 55/2011/TT-BGDDT (except for the initial meeting to elect the Class parent-teacher association) after reaching an agreement with the homeroom teacher;

[2] Organize the collection of opinions from class parents about student management and education measures to make specific recommendations to the homeroom teacher and subject teachers about improving the quality of moral education and teaching;

[3] Coordinate after agreeing with the homeroom teacher to organize extracurricular activities, traditional education, cultural, art, and sports activities to achieve comprehensive education goals for students.
