According to the List of Grade 11 Textbooks used in general education institutions issued along with Decision 4607/QD-BGDDT in 2022, Grade 11 textbooks for the academic year 2024-2025 approved by the Minister of Education and Training includes the following books:
What are procedures for the selection of textbooks in Vietnam?
Based on Article 7 Circular 27/2023/TT-BGDDT, the procedures for the selection of textbooks in Vietnam are as follows:
Step 1: The council builds a plan to organize the selection of textbooks for the educational institution; assigns tasks to the council members.
Step 2: Organize textbook selection at the specialized group
- Based on the council's plan and textbook selection criteria, the head of the specialized group develops a plan to organize the selection of textbooks for each subject structured in the specialized group, reporting to the head before implementation;
- Organize for all teachers of the subject at the educational institution (including regular, contract, seconded, visiting, and inter-school teachers) to participate in selecting textbooks for that subject;
- No later than 20 days before the first meeting of the specialized group, the head organizes for teachers of the subject to study the textbooks, write review sheets, and evaluate the textbooks according to the selection criteria;
- The head organizes a meeting with the subject teachers to discuss and vote on choosing one textbook for that subject. In case a subject only has one textbook approved by the Minister of Education and Training, the specialized group selects the textbook from the decision without voting.
The chosen textbook must ensure that at least 1/2 of the subject teachers vote for it.
If no textbook receives votes from at least 1/2 of the subject teachers, the specialized group must discuss and vote again; the chosen textbook is the one with the highest number of votes in the second round.
In both rounds of voting, if there are at least two textbooks receiving the highest number of votes equally, the head decides to choose one among those textbooks.
Meetings of the specialized group must have minutes, including full comments and evaluations of the textbooks from participating teachers, signed by the head and the person assigned to record the minutes;
- The head compiles the results, creates a list of textbooks selected by the specialized group, signed by the head and the person assigned to create the list.
Step 3: The council convenes to discuss and evaluate the organization of textbook selection by the specialized groups; verifies the meeting minutes of the groups; collects review sheets and textbook evaluations from teachers; compiles the results into minutes (including comments, evaluations about the organization of selections by the groups; the list of textbooks chosen by the groups), signed by the Chairman and Secretary of the council.
Step 4: The council proposes to the head the list of textbooks selected by the groups in accordance with the regulations.
Step 5: The educational institution prepares the textbook selection dossier to send to the Department of Education and Training (for primary and lower secondary schools), Department of Education and Training (for upper secondary schools). The dossier includes:
- Decision to establish the council of the educational institution;
- Minutes of the council meetings as prescribed;
- The list of textbooks chosen by the educational institution.
* The educational institutions include primary schools, lower secondary schools, upper secondary schools, schools with multiple educational levels, centers for continuing education, vocational - continuing education centers, and educational institutions implementing regular educational programs at the lower secondary and upper secondary school levels (clause 2, Article 1 Circular 27/2023/TT-BGDDT).
