Pursuant to clause 2 Article 5 of Regulation 124-QD/TW of 2023 prescribing individuals subject to assessment:

2.1. members of Vietnam Communist Party throughout the Party (excluding members exempt from Party work and activities; members suspended from Party activities; newly admitted members for less than 6 months).
2.2. Leading and managerial cadres at all levels.
Members of Vietnam Communist Party throughout the Party are required to conduct year-end self-assessments except in three cases:
(1) Members of Vietnam Communist Party exempt from Party work and activities;
(2) Members of Vietnam Communist Party suspended from Party activities;
(3) Newly admitted members of Vietnam Communist Party for less than 6 months.
Thus, teachers who are provisional members of Vietnam Communist Party must perform year-end self-assessments unless they fall under the exceptions, in which case they will conduct the self-assessment at the end of 2024.
What are the required documents to recognize a provisional Vietnam Communist Party member as an official Party member?
According to Article 4 of Instruction 01-HD/TW of 2021, the required documents for recognizing a provisional Communist Party member as an official Communist Party member are as follows:
(1) Certificate of completion of new Party member training course
A provisional Party member must attend the new Party member training course and be certified by the district-level political center or competent Party committee issuing the certificate according to the Central Organizational Committee’s template.
(2) Self-assessment report of the provisional Party member
After 12 months from the branch's admission, the provisional Party member writes a self-assessment report stating clearly the strengths, shortcomings on fulfilling Party member duties, and measures to overcome shortcomings and existing issues; proposing the branch to consider and recognize the official Party member status.
(3) Appraisal of the provisional Party member by the assigned official Party member
The assigned Party member writes an appraisal of the provisional member, stating clearly the strengths, shortcomings, ideological stance, understanding of the Party, ethics, lifestyle, and task fulfillment level of the provisional member; reports to the branch.
(4) Appraisal from political-social organizations at work and residential cell
The cell with provisional Party members collects opinions from political-social organizations of which the individual is a member; gathers opinions from the residential cell (or branch where no cell exists) evaluating the provisional member to report to the Party branch.
In special cases, the requirement to gather appraisal opinions from the residential cell for provisional members is subject to the Secretariat’s regulations.
(5) Resolution of the Party branch, grassroots Party committee, and decision of the competent authority for official membership recognition
