What are funding sources for students receiving state budget scholarships in Vietnam?
Pursuant to Clause 1, Article 3 of Decree 86/2021/ND-CP, the students receiving state budget scholarships are as follows:
- Students receiving state budget scholarships are Vietnamese citizens going abroad for study who receive full or partial coverage of training costs, travel expenses, living expenses, and other related costs from one or more of the following financial sources:
+ State budget scholarships granted within the framework of agreements or cooperation agreements between the Government of Vietnam and foreign governments;
+ State budget scholarships granted through state agencies, state-owned enterprises, and public service providers;
+ Scholarships funded by foreign governments, official development assistance (ODA) sources, territorial authorities, international organizations, non-governmental organizations, or individuals through the Government of Vietnam (hereinafter collectively referred to as scholarships funded by the foreign side).

What documents are included in the application for studying abroad for Vietnamese citizens?
Pursuant to Article 5 of Decree 86/2021/ND-CP, the recruitment and assignment of Vietnamese citizens to study abroad are as follows:
- The application dossier includes:
+ Official Dispatch from the direct management agency nominating the candidate (for cases with a work agency);
+ Commitment to fulfill the responsibilities required by the direct management agency (for cases with a work agency);
+ Curriculum vitae with photo and certification by the direct management agency (for cases with a work agency) or certification by the local authority where the candidate resides (for cases without a work agency);
+ Certified copies of diplomas, professional certificates, and foreign language certificates meeting the scholarship program's requirements;
+ Health certificate from a provincial or central-level healthcare facility confirming that the candidate is fit to study abroad;
+ Other documents (if any) as required by the scholarship program and the nominating agency.
What are the rights and responsibilities of students with state budget scholarships in Vietnam?
Pursuant to Article 6 of Decree 86/2021/ND-CP, the rights and responsibilities of students receiving state budget scholarships are as follows:
- The rights of students receiving state budget scholarships include:
+ Being allowed to return to Vietnam for internships, collecting materials to serve their study program; enjoying holidays during the study period according to the regulations of the foreign educational institution; being allowed to return to the country or visit family members in a third country if approved by the competent authority of the host country;
+ Being protected in terms of consular protection and legitimate rights and interests by Vietnam's representative agencies abroad during the study period according to regulations;
+ Receiving full or partial training costs, travel expenses, living expenses, and other related costs covered by the state budget for students as specified at Points a and b, Clause 1, Article 3 of Decree 86/2021/ND-CP or funded by the foreign side for students as specified at Point c, Clause 1, Article 3 of Decree 86/2021/ND-CP.
- The responsibilities of students receiving state budget scholarships include:
+ Strictly complying with Vietnamese laws, the laws and customs of the host country; in case of violation, depending on the nature and severity, they will be handled according to the laws of the relevant parties;
+ Strictly adhering to the rules, regulations of the foreign educational institution, and commitments and regulations of the direct management agency (for cases with a work agency) or the nominating agency; maintaining and developing friendly relations with organizations, individuals, and the local community of the host country;
+ Registering as a Vietnamese citizen abroad according to current regulations and updating information in the database system specified in Article 4 of Decree 86/2021/ND-CP;
+ Not arbitrarily leaving school; adhering to the specified study duration, training level, study field, study country, and educational institution according to the nominating agency's decision;
+ Informing the nominating agency at least 10 working days before returning to Vietnam for internships, collecting materials or enjoying holidays as per the regulations of the foreign educational institution for students as specified at Points a and b, Clause 1, Article 3 of Decree 86/2021/ND-CP;
+ Sending progress reports and certified copies of academic results from the foreign educational institution by mail, directly, or online to the nominating agency after each semester and academic year;
+ Compensating for training costs as specified in Articles 12 and 13 of Decree 86/2021/ND-CP if they fail to complete their study obligations or do not comply with the work assignment of the competent state agency after graduation for students as specified at Points a and b, Clause 1, Article 3 of Decree 86/2021/ND-CP;
+ Complying with current regulations on officials and public employees and the regulations of the Communist Party (for cases that are officials, public employees, and party members);
+ Protecting state secret documents and information specified in the Law on State Secret Protection 2018, including internal political information;
+ Not taking advantage of studying or any other form to engage in activities opposing the Vietnamese state or affecting the diplomatic relations between Vietnam and partner countries.
