Based on Clause 3, Article 3 of the Regulations on Admission and Doctoral Training issued together with Circular 18/2021/TT-BGDDT, the regulations are as follows:
Duration and Form of Training
- The standard duration of doctoral training ranges from 03 years (36 months) to 04 years (48 months) as decided by the training institution, ensuring that most PhD candidates complete the training program within this period; each PhD candidate has a full-term study and research plan within the standard training duration framework approved along with the decision recognizing the PhD candidate (as per the form in Appendix I).
- PhD candidates are allowed to complete the training program earlier than the full-term study and research plan by no more than 01 year (12 months), or later than the full-term study and research plan but the total training time does not exceed 06 years (72 months) from the effective date of the decision recognizing the PhD candidate to the time to complete the procedures for submitting the dissertation for the training institution, before carrying out the independent review process and forming the dissertation evaluation council of the training institution.
3. Doctoral training is conducted in the form of full-time education; PhD candidates must spend sufficient study and research time at the training institution according to the approved plan; in which registering enough 30 credits in one academic year is identified as full-time concentration.

What are the conditions for admission to the doctoral training program?
According to the provisions of Article 7 of the Regulations on Admission and Doctoral Training issued together with Circular 18/2021/TT-BGDDT, the conditions for admission to the doctoral training program are as follows:
- General requirements for candidates:
+ Graduated with a master's degree or a bachelor's degree with distinction or higher in a relevant field, or graduated with the equivalent level 7 according to the Vietnamese National Qualification Framework in certain specialized fields suitable for doctoral training;
+ Meet the entry requirements as per the training program standards issued by the Ministry of Education and Training and the doctoral training program applied for admission;
+ Have research experience demonstrated through a master's thesis of a research-oriented program; or published articles, scientific reports; or have at least 02 years (24 months) of working experience as a lecturer or researcher at educational institutions, scientific and technological organizations;
+ Have a draft research outline and expected full-term study and research plan.
- Vietnamese candidates must meet the foreign language proficiency requirement, demonstrated by one of the following degrees or certificates:
+ A bachelor's degree or higher granted by a foreign training institution, a branch of a foreign training institution in Vietnam, or a Vietnamese training institution to students who studied full-time in a foreign language;
+ A bachelor's degree in a foreign language awarded by a Vietnamese training institution;
+ One of the foreign language certificates stipulated in Appendix 2 of the Regulations on Admission and Doctoral Training issued together with Circular 18/2021/TT-BGDDT valid until the registration date, or other foreign language certificates equivalent to level 4 (according to the 6-level foreign language proficiency framework for Vietnam) announced by the Ministry of Education and Training.
- Foreign candidates enrolling in a doctoral training program conducted in Vietnamese must have a Vietnamese proficiency certificate of at least level 4 according to the Vietnamese Language Proficiency Framework for Foreigners and must meet the second foreign language requirement decided by the training institution, except for those who are native speakers of the language used in the doctoral training program.
* Regulations of the training institution stipulate detailed requirements on relevant professional qualifications, foreign language proficiency, work experience, and other requirements for candidates according to the characteristics of each field, training sector, and specific training program of the institution based on the minimum requirements stipulated in Article 7 of the Regulations on Admission and Doctoral Training issued together with Circular 18/2021/TT-BGDDT.

Admissions and recognition of PhD candidates
- Admissions are organized one or multiple times per year decided by the training institution when meeting the quality assurance conditions for doctoral training as per current regulations.

Admission methods include entrance examinations, admissions evaluations, or a combination of entrance examinations and admissions evaluations decided by the training institution ensuring transparent, fair, objective, and truthful assessment of the candidate's knowledge and capacity. The training institution is allowed to organize online admissions if the quality assurance conditions are met as with direct admissions.
