On December 6, within the framework of the 14th Session of the People's Council of Hanoi City, term XVI, the People's Council of Hanoi City passed Resolution 16/2023/NQ-HDND amending the regulations on sightseeing fees for scenic spots, historical sites, and cultural works in Hanoi City according to Resolution 06/2020/NQ-HDND.

The new fee rates for 2024 are as follows:

When are grade 12 students visiting Hanoi's historical and scenic sites eligible for free admission?

Based on Section 1 of the Appendix issued with Resolution 16/2023/NQ-HDND supplementing fees and charges issued with Resolution 06/2020/NQ-HDND on July 7, 2020, by the People's Council of the City regarding the issuance of several regulations on fees and charges in Hanoi City:

Sightseeing fees for scenic spots, historical sites, and cultural works in Hanoi City

a) Fee payers

Organizations and individuals both domestic and international visiting these sites must pay sightseeing fees.

b) Fee exemptions

- Individuals with extremely severe disabilities as defined in clause 1, Article 11 of Decree No. 28/2012/ND-CP dated April 10, 2012, of the Government of Vietnam detailing and guiding the implementation of several articles of the Law on Persons with Disabilities.

- Children: Person under 16 years old.

In cases where it is difficult to determine if a person is under 16 years old, they only need any document proving they are under 16, such as a birth certificate, student card;

If no document is available to determine under 16 years, apply the standard of height under 1.3m.

c) 50% Fee reduction beneficiaries

Applicable at all sites:

- Persons with severe disabilities as defined in clause 2, Article 11 of Decree No. 28/2012/ND-CP dated April 10, 2012, of the Government of Vietnam detailing and guiding the implementation of several articles of the Law on Persons with Disabilities.

- The elderly as defined in Article 2 of the Law on the Elderly, being Vietnamese citizens from the age of 60, holding an elderly card (or an ID card/other documents proving it).

- Students, learners, and pupils from 16 years old and above holding student, learner, or student cards issued by institutions of the national education system in Vietnam.

- Beneficiaries of cultural consumption preferential policies (In cases where it is difficult to identify, only the confirmation of the local communal authorities is required), specifically:

People from particularly difficult mountainous and remote areas.

Persons with meritorious services to the revolution.

Persons in the social policy category: The disabled, the elderly living alone; individuals cared for at social protection centers; students at boarding ethnic schools.

For persons simultaneously belonging to 2 or more categories of fee reduction, only a 50% fee reduction applies.

d) Time of fee exemption

- For all sites: no fee collected on the cultural heritage day, November 23.

- For Ngoc Son Temple, Quan Thanh Temple, Tay Phuong Pagoda, Thay Pagoda, Duong Lam Ancient Village: no fee collected on December 30 lunar month, the 1st and 2nd days of the Lunar New Year.

- For Ngoc Son Temple: no fee collected on the deity's death anniversary, August 20 lunar month.

- Huong Pagoda: no fee collected on December 30 lunar month, the 1st and 2nd days of the Lunar New Year; Buddha's Birthday (April 15 lunar month).

The free sightseeing period for some scenic spots and historical sites in Hanoi City in 2024 is as follows:

- For all sites: no fee is collected on the cultural heritage day, November 23.

- For Ngoc Son Temple, Quan Thanh Temple, Tay Phuong Pagoda, Thay Pagoda, Duong Lam Ancient Village: no fee is collected on December 30 lunar month, the 1st and 2nd days of the Lunar New Year.

- For Ngoc Son Temple: no fee is collected on the deity's death anniversary, August 20 lunar month.

- Huong Pagoda: no fee is collected on December 30 lunar month, the 1st and 2nd days of the Lunar New Year; Buddha's Birthday (April 15 lunar month).

Thus, grade 12 students visiting scenic spots in Hanoi during the above-mentioned times will be exempt from fees.

Will grade 12 students in Vietnam receive a 50% reduction in sightseeing fees in Hanoi?

Based on Section 1 of the Appendix issued with Resolution 16/2023/NQ-HDND, those eligible for a 50% reduction in sightseeing fees for scenic spots are:

Applicable at all sites:

- Persons with severe disabilities according to clause 2 Article 11 Decree No. 28/2012/ND-CP dated April 10, 2012, of the Government of Vietnam detailing and guiding the implementation of several articles of the Law on Persons with Disabilities.

- The elderly as mentioned in Article 2 of the Law on the Elderly, who are Vietnamese citizens from 60 years old and above holding an elderly card (or an ID card/other documents proving it).

- Students, learners, and pupils from 16 years old and above holding student, learner, or student cards issued by schools within the national education system in Vietnam.

- Beneficiaries of cultural enjoyment preferential policies (In cases of difficulty in identification, only a confirmation from the commune-level town is needed), specifically:

People from particularly difficult mountainous and remote areas.

Persons who have rendered services to the revolution.

Persons in the social policy category: Disabled individuals, elderly living alone; individuals cared for in social protection centers; students of ethnic boarding schools.

For individuals concurrently in 2 or more categories of fee reduction, only a 50% fee reduction applies.

Thus, grade 12 students will receive a 50% reduction in sightseeing fees in Hanoi if they are 16 years and older and possess a student, learner, or student card issued by schools within the national education system in Vietnam.
