According to Article 9 of the Charter for lower secondary schools, upper secondary schools, and schools with multiple educational levels issued together with Circular 32/2020/TT-BGDDT, the structure is as follows:
Organizational structure of a lower secondary school
The organizational structure of a lower secondary school includes: the school council; the principal and vice principals; the commendation and reward council; the disciplinary council; advisory councils; the Communist Party of Vietnam organization; the Trade Union organization; the Ho Chi Minh Communist Youth Union organization; the Ho Chi Minh Young Pioneer organization; specialized teams; the office team; classes; and teams serving specialized educational activities of specialized schools.
Specialized teams are a component of the organizational structure of a lower secondary school.
Based on clause 2, Article 14 of the Charter for lower secondary schools, upper secondary schools, and schools with multiple educational levels issued together with Circular 32/2020/TT-BGDDT, the specialized teams at a lower secondary school and upper secondary school have 06 groups of tasks including:
- Proactively develop teaching and educational plans according to the curriculum of subjects, educational activities under specialized supervision on a weekly, monthly, semester, and school year basis; cooperate with other specialized teams to develop the school's educational plan.
- Propose and select textbooks and reference publications for use within the school according to the regulations of the Minister of Education and Training.
- Implement the educational plans of the specialized team according to the school's educational plans approved by the school council.
- Participate in evaluating and grading teachers according to the professional standards for teachers in general educational institutions as prescribed by the Minister of Education and Training.
- Participate in professional and operational training according to the plans of the specialized team and the school.
- Execute other duties assigned by the principal.

According to Article 11 of the Charter for lower secondary schools, upper secondary schools, and schools with multiple educational levels issued together with Circular 32/2020/TT-BGDDT:
Principal and vice principals
1. Principal
a) The principal of a lower secondary school is responsible for organizing, managing, and directing all activities and the quality of education in the school.
b) A person appointed as the principal of a public lower secondary school or recognized as the principal of a private lower secondary school must meet the standards outlined in clause 3 of this Article and legal regulations.
c) The term of office for the principal of a lower secondary school is 05 years. After each school year, the principal receives feedback from public employees and staff in the school and is evaluated by the competent authority as per regulations. The principal can work at a public lower secondary school for no more than two consecutive terms.
d) Duties and rights of the principal:
- Establish the school's organizational system according to the regulations in Article 9 of this Charter; appoint team leaders and deputy team leaders; organize the founding of the school council as per the regulations in point d, point e, clause 1, Article 10 of this Charter;
- Develop and organize the school's strategic vision, goals, and development plan; the school's organizational and operational regulations; and the school's annual educational plan to present to the school council for approval and implementation;
- Implement the decisions or conclusions of the school council regarding matters outlined in point c, clause 1, Article 10 of this Charter. In case the principal disagrees with the school council's decision, they must seek the opinion of the superior education management authority. While awaiting the opinion from the superior education management authority, the principal must comply with the school council's decision for issues not contrary to current laws and this Charter;
- Report and evaluate the implementation results of the school's educational plans and the school council's decisions before the school council and competent authorities;
