What are duties of rank 2 primary school teachers in Vietnam?

Based on Clause 1, Article 4 of Circular 02/2021/TT-BGDDT, rank 2 primary school teachers must perform the following duties:

- Develop teaching and educational plans for students; participate in the development of teaching and educational plans for students in professional groups in accordance with the objectives and primary education program.

- Implement the primary education program and the school's education plan.

- Apply teaching and educational methods directed at developing students' qualities and abilities; participate in identifying and nurturing gifted students; engage in applied pedagogical scientific research and create teaching tools and equipment for elementary education.

- Complete all required professional and skill development training courses; engage in self-study and training to improve political, professional, and skill levels; participate in professional activities as required; engage in educational activities such as universal education, compulsory education, and eradicating illiteracy, as well as inclusive education.

- Coordinate with students' parents and social forces in educating students, and provide counseling to elementary students.

- Perform other duties assigned by the principal.

- Act as a lecturer or provide illustration lessons in training courses for elementary teachers or test new teaching models and methods at the school level and above.

- Lead training content and professional/disciplinal activities in professional groups; participate in the evaluation and approval of applied pedagogical scientific research topics from colleagues at the school level and above.

- Serve as a judge in competitions for excellent teachers, excellent class head teachers, and excellent Ho Chi Minh Young Pioneer Organization instructors at the school level and above; perform the duties of key teachers in primary schools.

- Participate in other professional activities such as education quality assessment, inspection, professional skills evaluation from the school level and above; guide and evaluate students' teaching practice (if any).

What is the current minimum salary of a rank 2 primary school teacher?

Based on Clause 1, Article 8 of Circular 02/2021/TT-BGDDT:

Salary Arrangement

1. Civil servants appointed to the professional titles of primary school teachers as stipulated in this Circular are subject to the corresponding salary table issued alongside Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on wage policies for officials, public employees, and armed forces. Specifically:

a) Rank 3 primary school teachers, code V.07.03.29, are applied with the salary coefficient of public employees type A1, from salary coefficient 2.34 to 4.98;

b) Rank 2 primary school teachers, code V.07.03.28, are applied with the salary coefficient of public employees type A2, group A2.2, from salary coefficient 4.00 to 6.38;

c) Rank 1 primary school teachers, code V.07.03.27, are applied with the salary coefficient of public employees type A2, group A2.1, from salary coefficient 4.40 to 6.78.

2. The salary arrangement upon appointment to job title grades is guided by Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs, which guides salary arrangement during grade promotion, grade transition, and type transition for officials and public employees, and as prescribed by current laws. When implementing new wage policies, the new salary arrangement complies with the Government of Vietnam's regulations.

According to the above regulation, rank 2 primary school teachers apply the salary coefficient of public employees type A2, group A2.2, from salary coefficient 4.00 to 6.38.

Additionally, currently, based on Article 3 of Decree 73/2024/ND-CP stipulating the statutory pay rate applicable to primary school teachers as public employees in public service providers, the current rate is 2,340,000 VND/month.

The lowest wage for rank 2 primary school teachers is 9,360,000 VND and the highest is 14,929,200 VND.

What qualifications are required to become a rank 2 primary school teacher in Vietnam?

Based on Clause 3, Article 4 of Circular 02/2021/TT-BGDDT (amended by Clause 2, Article 2 of Circular 08/2023/TT-BGDDT), it stipulates the standards for education and training levels, rank 2 primary school teachers must have the following qualifications:

Possess a bachelor's degree or higher in teacher training for elementary education.

In cases where the subject does not have enough teachers with a bachelor's degree in teacher training, they must have a bachelor's degree in a relevant major and a certificate in professional pedagogy training for elementary teachers according to the program issued by the Minister of Education and Training.

Additionally, they need a training certificate according to the professional title standards for primary school teachers.
