What are duties and powers of primary schools in Vietnam?
Pursuant to Article 3 of the Regulations on Primary Schools issued together with Circular 28/2020/TTBGDDT, the duties and powers of primary schools in Vietnam include:
- Publicize educational goals, programs, plans, conditions for ensuring the quality of education, assessment and accreditation results; organize teaching, studying, and educational activities to achieve the quality that meets the targets and standards as per the primary education program issued by the Ministry of Education and Training.
- Implement compulsory education, universal education, and literacy eradication in the local area.
Mobilize children to attend school at the correct age, encourage and facilitate special-need children to attend school.
Sponsor and manage the educational activities of other educational institutions that implement the primary education program as assigned by the competent authorities.
- Develop strategies and plans for school development according to the regulations of the Ministry of Education and Training, in line with the local socio-economic conditions; create educational activity plans to meet the targets and standards as per the primary education program.
- Implement the primary education program as issued by the Ministry of Education and Training; select textbooks according to the regulations of the Ministry of Education and Training; implement textbooks and local educational content as decided by the Provincial People's Committees; autonomously manage professional activities in organizing educational activities at the primary school.
- Conduct self-assessment and ensure the quality of education as per regulations.
- Manage staff, teachers, employees, and students.
- Manage and use land, finances, and assets of the school according to legal regulations.
- Closely coordinate with parents or guardians of students, organizations, and individuals in the community to conduct educational activities.
Organize for teachers, employees, and students to participate in social activities in the local area.
- Create a cultural and educational environment within the school, and participate in building the cultural and educational environment in the local area.
- Accept sponsorships, donations from agencies, organizations, and individuals for the school as per legal regulations.
- Perform other duties and powers as per legal regulations.
What are the rights of teachers and staff at primary schools in Vietnam?
Pursuant to Article 29 of the Regulations on Primary Schools issued together with Circular 28/2020/TT-BGDDT, the rights of teachers and staff at primary schools in Vietnam are as follows:
- Teachers and staff have the following rights:
+ Receive salary, allowances, support, special treatment, and other policies as per regulations; change their professional title ranks; protection of dignity, honor, health, and benefit from material and spiritual entitlements as per regulations.
+ Autonomously perform professional tasks with the support of the professional group and the school in selecting and adjusting educational content; apply educational activities and methods, assess students suitable to the students' characteristics and the specific conditions of the school.
+ Be facilitated to study and enhance their knowledge, professional qualifications; receive salary, allowances, and other policies according to the regulations when nominated by the competent authorities to study and train.
+ Be rewarded, given emulation titles and other honorable titles as per regulations.
+ Enjoy other rights as per laws.

+ Attend other teaching hours and educational activities of their class.
+ Attend meetings of the reward and disciplinary council and other councils concerning issues related to students of their class.

+ Authorize individual students to take a leave of absence not exceeding 3 continuous days.
+ Reduced weekly teaching hours and other rights as per regulations.
