Can first-year students in Vietnam change their major?

According to Clause 1, Article 16 of the university-level education training regulation issued with Circular 08/2021/TT-BGDĐT, students may be considered to switch to another program, another major, or another branch of the training institution, or from a branch to the main campus if they meet the following conditions:

(1) Not currently a first-year or final-year student, not subject to consideration for forced withdrawal, and having sufficient time to study as prescribed in Clause 5, Article 2 of the university-level education training regulation issued with Circular 08/2021/TT-BGDĐT:

The maximum time for students to complete the course is regulated by the training institution but does not exceed 02 times the standard duration of the entire course for each form of training.

For students in linked education who have been exempted from accumulated credits, the maximum time to complete the course is determined on the basis of the standard duration minus the exempted volume.

(2) Students meet the admission conditions of the program, major, at the main campus (or branch) in the same admission cohort;

(3) The training institution, main campus (or branch) meets the quality assurance conditions, not exceeding the training capacity for that program, major as per current regulations of the Ministry of Education and Training;

Thus, according to regulations, first-year students are not allowed to change their major as they do not meet the conditions.
