Based on Article 16 of the Regulation on Admission and Training for Master's Degree Level issued with Circular 23/2021/TT-BGDDT, provisions on handling violations concerning students are as follows:
Handling violations concerning students
- Students engaged in cheating during examinations, assessments, or evaluations of academic results will face disciplinary action for each violated course.
- Students who take exams on behalf of others or have someone else take exams on their behalf will be suspended from studies for one year for a first offense and expelled for a second offense.
- Students violating any of the following regulations will be expelled; if a master's degree has been issued, it will be revoked and annulled as per the Ministry of Education and Training's regulations:
a) Engaging in fraudulent actions during admissions, studying, thesis defense, project work, or deceit in the documentation process for obtaining diplomas or certificates;
b) Using results of others or copying, citing improperly in theses or projects, and determined by the assessment council that if such used, copied, and cited parts are removed, the thesis or project does not meet requirements;
c) Hiring or delegating others to do the thesis or project on their behalf.
- The institution’s regulations detail the handling of student violations.
Thus, students using a fabricated university diploma to pursue a master's degree will face disciplinary action and be expelled; if a master's degree has been issued, it will be revoked and annulled according to the Ministry of Education and Training's regulations.

Are master's students in Vietnam allowed to temporarily leave school for personal reasons?
Based on Article 13 of the Regulation on Admission and Training for Master's Degree Level issued with Circular 23/2021/TT-BGDDT, temporary leave and withdrawal are stipulated as follows:
Temporary leave and withdrawal
- Students are allowed temporary leave and to preserve their academic results in the following cases:
a) Called to join the armed forces;
b) Ordered by a competent authority to represent the nation in international competitions, tournaments, or perform other national or sector duties;
c) Illness, maternity, or accident requiring prolonged treatment, with a medical certification from a competent medical facility as per Ministry of Health regulations;
d) Other personal reasons but must complete at least one semester at the training institution and not be under consideration for expulsion or disciplinary review.
- The temporary leave time in point d, clause 1 of this Article must be included in the maximum time to complete the course as prescribed in clause 2, Article 3 of this Regulation.
- Students are decided by the training institution to withdraw for personal reasons, except when under consideration for expulsion or disciplinary review.
- The institution's regulations detail the conditions, authority, procedures for temporary leave approval, return to studies, and withdrawal; as well as the preservation and certification of accumulated academic results for those opting to withdraw.
Thus, master's students are allowed to temporarily leave school for personal reasons if they have completed at least one semester at the training institution and are not under consideration for expulsion or disciplinary review.

Based on Article 9 of the Regulation on Admission and Training for Master's Degree Level issued with Circular 23/2021/TT-BGDDT, the evaluation of theses is stated as follows:

- Conditions for students to defend their thesis:
a) Completed all courses of the training program;
b) Submitted the thesis, with approval from the advisor to proceed with the defense;
c) Completed other requirements as stipulated by the training institution.
- The thesis defense session is conducted when at least two-thirds of the evaluation council members are present, including the chairperson, secretary, and at least one reviewer. An online defense form can be conducted with the consensus of the council members and the student; the entire proceedings of the online defense are recorded and stored at the training institution.
- A thesis score is the average score assigned by the present council members during the thesis evaluation on a scale of 10; considered "pass" when equal to or exceeding 5.5 points.
- In the case the thesis does not meet requirements, students may revise, supplement their thesis for re-evaluation within 3 months from the date of the first council evaluation meeting; no third thesis evaluation session is conducted.

Thus, if the master's thesis defense does not meet requirements, the student may participate in a second thesis defense. The deadline for the second defense is 3 months from the date of the first council evaluation meeting.
