What are the 07 mandatory learning program contents for Vietnam Communist Party members?

Based on Article 2 of Regulation 54-QD/TW of 1999 from the Politburo guiding policies on political theoretical study within the Vietnam Communist Party, the07 mandatory learning program contents for Vietnam Communist Party members include:

(1) Vietnam Communist Party members during their probationary period must complete the political theoretical training program for new party members.

Official Vietnam Communist Party members, depending on the requirements of their responsibilities and the level of political education they have undergone, choose appropriate study programs. Specifically:

- Vietnam Communist Party members at the grassroots level complete the elementary political theory program at district-level political training centers and must have a plan for regular education to enhance political theory knowledge. Vietnam Communist Party members who are officials, leading, and managing members of the Party, State must possess political theoretical qualifications as per the issued position standards. For officials who are not party members, political theoretical study is conducted per the Ordinance on Officials. Vietnam Communist Party members who are ethnic minorities and members in remote areas with low educational levels can attend specially composed elementary political theory programs.

- Vietnam Communist Party members in Party, State, and political-social organizations undergo political theory programs as directed by block Party units in their active organizations.

- Vietnam Communist Party members in armed forces study political theory programs as outlined in this regulation, under the directives of the Military Party Committee and the Central Public Security Party Committee.

- Retired or incapacitated Vietnam Communist Party members participate in studying Party resolutions at the local party organizations where they reside and are periodically informed about domestic and international current affairs and policies by the party committee.

- Vietnam Communist Party members with intermediate political theoretical qualifications or graduates of universities and colleges attend specialized political theory programs on economics, culture, society, etc., suitable to their work requirements.

- Vietnam Communist Party members with advanced political theoretical qualifications or political university degrees and higher must have self-study plans following the guidance of the supervising agencies.

(2) Vietnam Communist Party members who are key leaders at the grassroots must complete the intermediate political program at provincial political schools.

(3) Vietnam Communist Party members who are cell secretaries and Party committee members, cell committee members at the grassroots level study political theory and professional programs prescribed for grassroots committees at district-level political training centers.

(4) Vietnam Communist Party members who are officials in the specialist rank or main specialists must complete the intermediate-level political theory program, while senior specialists must complete the advanced political theory program.

(5) Vietnam Communist Party members who are key leaders at the district level, district committees, and some provincial departments and branches, some enterprises... (with specific regulations) must complete the advanced political theory program at Branch Institutes of the Ho Chi Minh National Academy of Politics.

(6) Vietnam Communist Party members who are key leaders at the provincial and city levels, key leaders of central departments, permanent members of national organizations, and managers of major state enterprises... (with specific regulations) must complete the advanced political theory program at the Central Ho Chi Minh National Academy of Politics.

(7) All party members and key leaders at all levels must study and thoroughly understand the resolutions of the Party Congress, the Central Committee through political theory training programs specifically set for each year by the Politburo.
