What are details of proposal of solution to address the surplus of teachers in the 2024-2026 period in Vietnam?
On August 6, 2024, the Office of the Government of Vietnam issued Official Dispatch 5578/VPCP-TCCV 2024 on the management of staff quotas and the development of job positions.
Secretary of the Party Committee of the Government of Vietnam, Prime Minister of the Government of Vietnam has the following opinions:
1. Assign the Ministry of Home Affairs:
a) Take the lead and cooperate with ministries, central authorities, and local authorities based on the official staff quota allocated by the competent authority to review and consider transferring the number of public employees within the total 7,191 public employee quotas (including 5,066 local quotas and 2,125 quotas at ministries and central authorities) working at official job positions in agencies and organizations performing state management functions to official positions accordingly; subsequently, determine specifically the remaining public employee quotas that need to be converted to official positions (including the number of public employees meeting and not meeting the standards and conditions for conversion to official positions as prescribed) to summarize and advise the Party Committee of the Government of Vietnam.
b) To address longstanding issues involving various agencies and organizations, the Ministry of Home Affairs shall lead, coordinate with other ministries and agencies to thoroughly review, inspect, and evaluate the assignment and management of staff quotas, the implementation of financial and income management mechanisms in agencies and organizations performing state management functions operating under special financial and income management mechanisms (before and after implementing the mechanism); and then propose to allocate a suitable number of official quotas and financial mechanisms for these agencies and organizations, ensuring compliance with principles, policies, regulations of the Communist Party, and the laws of the State; report to the Party Committee of the Government of Vietnam before submitting to the Politburo for consideration and decision.
c) Take the lead and cooperate with the Ministry of Education and Training to review and evaluate the educational career staff quotas from 2022 to 2026 and propose solutions to address the teacher surplus for the period from 2024 to 2026 in localities for reporting to the Party Committee of the Government of Vietnam for consideration and decision.

What is the statutory pay rate for Calculating Teachers' Salaries in Vietnam?
According to Article 3 of Decree 73/2024/ND-CP, the statutory pay rate for calculating teachers' salaries is as follows:
Statutory Pay Rate
1. The statutory pay rate is used as the basis for:
a) Calculating salaries in the salary tables, allowances, and implementing other policies as prescribed by law for the subjects specified in Article 2 of this Decree;
b) Calculating operating expenses, living expenses as prescribed by law;
c) Calculating deductions and benefits according to the statutory pay rate.
2. From July 1, 2024, the statutory pay rate is 2,340,000 VND/month.
