Simultaneously, Article 1 of Circular 27/2020/TT-BGDDT stipulates the scope of regulation and subjects of application as follows:

1. This document stipulates the assessment of primary school students, including: organizing assessment; using assessment results; organizing implementation.

2. This document applies to primary schools; general education schools with multiple grade levels, specialized schools, and other educational institutions implementing the general education program at the primary school level; organizations and individuals involved in primary education activities.

Summarizing educational assessment results

1. Mid-semester I, end of semester I, mid-semester II, and end of the school year:

a) Subject teachers base on the regular assessment process and the achievement levels from periodic assessments of subjects and educational activities to summarize and record the educational assessment results of each student in the Class Educational Assessment Summary Table.

b) The homeroom teacher bases on regular assessment results and the achievement levels from periodic assessments of the main qualities and core competencies of each student to summarize and record the educational assessment results of students in the Class Educational Assessment Summary Table.

2. At the end of the school year, based on the process of summarizing the assessment results of learning for each subject, educational activities, and each main quality and core competency, the homeroom teacher performs:

a) Assessing students' educational results according to four levels:

- Excellent completion: Students who achieve good results in subjects and educational activities; the qualities and competencies achieving Good level; periodic final exams results in all subjects achieve a score of 9 or higher;

- Good completion: Students who do not achieve the Excellent completion level but have good results in subjects and educational activities; the qualities and competencies achieving Good level; periodic final exams results in all subjects achieve a score of 7 or higher;

- Completion: Students who do not achieve the Excellent and Good completion levels but have good or acceptable results in subjects and educational activities; the qualities and competencies achieving Good or Acceptable level; periodic final exams results in all subjects achieve a score of 5 or higher;

- Not completed: Students who do not fall into the above categories.

b) Noting comments, summarizing educational assessment results, and recording achievements of students that are rewarded during the school year in the Student Record.

Thus, according to the above regulations, the 4 levels of assessing primary school students include:

- Excellent completion- Good completion- Completion- Not completed

Specifically:

+ Help teachers adjust and innovate the forms of organization, teaching and education methods; promptly detect the efforts and progress of students to encourage and support them; detect difficulties that students have not been able to overcome on their own to guide and assist them, thereby improving the quality and efficiency of their learning and training activities; contributing to achieving the educational goals of primary education.

+ Help students self-assess, participate in assessment; self-learn, self-adjust learning methods; communicate, cooperate; have the interest in studying and training to make progress.

- Help parents or guardians (hereinafter referred to as parents) to participate in assessing the process and learning results, the process of forming and developing qualities and competencies of students; actively cooperate with the school in educational activities for students.

- Help educational management leaders promptly direct educational activities, innovate teaching methods, and assessment methods to achieve educational efficiency.

- Help social organizations to obtain accurate, objective information, thereby promoting social resources to participate in investing in educational development.
