Article 8. Standard 2: Administrators, Teachers, Staff, and Students
1. Criterion 2.1: For Principal, Vice Principal
a) Meet the prescribed standards;
b) Assessed as meeting the principal standard or higher;
c) Trained and certified in educational management as prescribed.
2. Criterion 2.2: For Teachers
a) The quantity and structure of teachers ensure the implementation of the Education Program and the organization of educational activities;
c) At least 95% of teachers meet the professional standards of teachers at a satisfactory level or higher.
3. Criterion 2.3: For Staff
a) Have staff or teachers concurrently undertaking assigned tasks by the principal;
b) Properly assigned tasks that match their capabilities;
c) Complete assigned tasks.
4. Criterion 2.4: For Students
a) Ensure student age as prescribed;
b) Perform tasks as prescribed;
c) Ensure rights as prescribed.
Thus, according to the above regulations, the criteria regarding teachers for a lower secondary school to meet national standard level 1 must ensure the following two factors:
(1) The quantity and structure of teachers must ensure the implementation of the Education Program and the organization of educational activities;
(2) At least 95% of teachers meet the professional teacher standards at a satisfactory level or higher.

What are conditions to be recognized as a national standard level 1 lower secondary school in Vietnam?
Based on Article 34 of the Regulation on Accreditation of Educational Quality and Recognition of National Standards for Lower Secondary Schools, Upper Secondary Schools, and Schools with Multiple Educational Levels issued together with Circular 18/2018/TT-BGDDT:
Recognizing the School that Meets Education Quality Standards
1. Conditions for recognizing a school that meets education quality standards:
a) Have at least one cohort of students who have completed the Lower Secondary Program;
b) Achieve external evaluation results at Level 1 or higher as stipulated in clause 1, Article 6 of this Regulation.
2. Levels of recognition:
a) Level 1: Schools evaluated to meet Level 1 as stipulated in clause 1, Article 6 of this Regulation;
b) Level 2: Schools evaluated to meet Level 2 as stipulated in clause 1, Article 6 of this Regulation;
c) Level 3: Schools evaluated to meet Level 3 as stipulated in clause 1, Article 6 of this Regulation;
d) Level 4: Schools evaluated to meet Level 4 as stipulated in clause 1, Article 6 of this Regulation.
Thus, according to the regulations, the conditions to be recognized as a national standard level 1 lower secondary school include: having at least one cohort of students who have completed the Lower Secondary Program; achieving external evaluation results at Level 1 or higher as stipulated in clause 1, Article 6 of the Regulation on Accreditation of Educational Quality and Recognition of National Standards for Lower Secondary Schools, Upper Secondary Schools, and Schools with Multiple Educational Levels issued together with Circular 18/2018/TT-BGDDT.
What is the deadline for issuance of the Certificate of Educational Quality Accreditation for a national standard level 1 lower secondary school in Vietnam?
Based on Article 35 of the Regulation on Accreditation of Educational Quality and Recognition of National Standards for Lower Secondary Schools, Upper Secondary Schools, and Schools with Multiple Educational Levels issued together with Circular 18/2018/TT-BGDDT:
Issuing the Certificate of Educational Quality Accreditation and Publicizing Evaluation Results
1. Within 20 working days from the date of receiving the external evaluation report, the Director of the Department of Education and Training shall issue a decision to grant the Certificate of Educational Quality Accreditation according to the level the lower secondary school has achieved (Certificate template in Appendix I).
2. The Certificate of Educational Quality Accreditation is valid for 05 years. At least 05 months before the certificate's expiration, the lower secondary school must complete the self-evaluation process according to the provisions in Article 23 and register for external evaluation according to the provisions in Article 26 of this Regulation to be re-recognized. The re-recognition process is conducted according to the provisions in Article 34 of this Regulation.
3. The evaluation results of the lower secondary school are publicly announced on the website of the Department of Education and Training.
Within 20 working days from the date of receiving the external evaluation report, the Director of the Department of Education and Training shall issue a decision to grant the Certificate of Educational Quality Accreditation according to the achieved level of the lower secondary school.
Thus, the Certificate of Educational Quality Accreditation for a national standard level 1 lower secondary school will be issued within 20 working days from the date of receiving the external evaluation report.
