Based on Clause 1, Article 14 of Decree 90/2020/ND-CP, the criteria for ranking the quality of public employees at the level of completing duties are as follows:
Criteria for Ranking the Quality of Public Employees at the Level of Completing Duties
- Public employees without managerial positions who meet all of the following criteria shall be ranked at the level of completing duties:
a) Meet the criteria stipulated in Clauses 1, 2, 3, and 4 of Article 3 of this Decree;
b) The criteria for the results of task performance under the signed labor contract, according to the set plan, or specific assigned tasks are all completed, among which no more than 20% of the criteria are not ensured for quality, progress, or efficiency.

a) Complying with the policies, guidelines, and regulations of the Communist Party, policies and laws of the State, and the organizational and disciplinary principles of the Communist Party, especially the principle of democratic centralism, self-criticism, and criticism;
b) Having steadfast political viewpoints; being determined in the stance; not wavering before difficulties and challenges;
c) Placing the interests of the Communist Party, the nation, the people, and the collective above personal interests;
d) Being aware of research, study, application of Marxism-Leninism, Ho Chi Minh thought, resolutions, directives, decisions, and documents of the Communist Party.

+ Living honestly, modestly, sincerely, purely, and simply;
+ Having a spirit of unity and building a clean and strong agency, organization, or unit;
+ Not allowing relatives or acquaintances to take advantage of their position and power to seek personal gain.
- Manner and Work Style
+ Being responsible at work; dynamic, creative, daring to think, daring to do, flexible in task performance;
+ Working scientifically, democratically, and principled;
+ Having a sense of responsibility and cooperation in task performance;
+ Having a proper attitude and manner of conduct, appropriate work style, meeting the requirements of professional culture.
- Organizational Discipline Awareness
+ Complying with organizational assignments;
+ Implementing regulations, rules, and internal rules of the agency, organization, unit where they work;
+ Declaring and publicly disclosing assets and income as required;
+ Reporting fully, honestly, providing accurate, objective information related to the performance of assigned responsibilities and tasks, and the activities of the agency, organization, unit to the superior when required.

Who has the authority to evaluate teachers in Vietnam?
Based on Clause 3, Article 16 of Decree 90/2020/ND-CP, the authority to evaluate and rank the quality of officials and public employees are as follows:

The authority and responsibility to evaluate and rank the quality of public employees shall be implemented according to the provisions of Clauses 1, 2, and 3 of Article 43 of the Law on Public Employees.
According to Article 43 of the Law on Public Employees 2010, the responsibility to evaluate public employees is as follows:

The head of the public service provider is responsible for organizing the evaluation of public employees under their management authority.
Depending on specific conditions, the head of the public service provider performs the evaluation or assigns and delegates the evaluation of public employees under their management authority. The person assigned the authority to evaluate public employees must bear responsibility to the head of the public service provider for the evaluation results.
The person with appointment authority shall bear responsibility for evaluating the public employees they manage within the public service provider.
The Government of Vietnam shall specify in detail the procedures for evaluating public employees as stipulated in this Article.
Thus, the head of the public service provider has the authority to evaluate teachers.

Based on Article 24 of Decree 90/2020/ND-CP:
Handling Appeals
After receiving the notice of evaluation and ranking results, if officials and public employees do not agree with the evaluation and ranking conclusion, they have the right to appeal. The handling of appeals shall be performed by the person with the authority to evaluate and rank.
Thus, teachers have the right to appeal if they do not agree with the evaluation and ranking conclusion.
