What are the criteria for assessing primary schools in Vietnam?
Based on Clause 4, Article 2 of the Regulation on quality accreditation and national recognition for primary schools issued together with Circular 17/2018/TT-BGDDT, the criteria for evaluating primary schools are the requirements for primary schools to ensure the quality of their activities.
Each Criteria corresponds to an area of activity of the primary school; each Criteria includes criteria.
The criteria for evaluating primary schools have 4 levels (from Level 1 to Level 4) with increasing requirements. In particular, the later level includes all the requirements of the previous level and adds higher requirements.

Based on Section 2, Chapter 2 of the Regulation on quality accreditation and national recognition for primary schools issued together with Circular 17/2018/TT-BGDDT, a primary school meets Level 2 when it ensures the criteria for evaluating primary schools Level 1 and the following regulations:
(1). Criteria 1: Organization and management of the school
- Criterion 1.1: Direction, strategy for building and developing the school
The school has solutions to monitor the implementation of the strategic direction for building and development.
- Criterion 1.2: School council (Board of Directors for private schools) and other councils
Operate effectively, contributing to enhancing the quality of the school's education.
- Criterion 1.3: Organization Communist Party of Vietnam, unions, and other organizations in the school
+ The organization Communist Party of Vietnam has a structure and operates according to regulations; in the 5 consecutive years up to the evaluation time, at least one year completes the task well, the remaining years complete the task at least;
+ Unions and other organizations make positive contributions to the school's activities.
- Criterion 1.4: Principal, vice-principal, professional groups, and office groups
+ Annually, the professional group proposes and implements at least one professional topic that improves the quality and efficiency of education;
+ The activities of the professional group and office group are periodically reviewed, evaluated, and adjusted.
- Criterion 1.5: Grade level and class organization
+ The school has not more than 30 (thirty) classes;
+ The number of students in the class follows the regulations;
+ The class organization is flexible and suitable for educational activities.
- Criterion 1.6: Administration, finance, and property management
+ Apply information technology in the management of school administration, finance, and property;
+ In the 5 consecutive years up to the evaluation time, there are no violations related to administration, finance, and property management according to the inspection, auditing conclusions.
- Criterion 1.7: Management of staff, teachers, and employees
Implement measures to develop the capacity of administrators, teachers, and employees in building, developing, and improving the quality of school education.
- Criterion 1.8: Management of educational activities
The school’s measures for directing, inspecting, and evaluating educational activities are assessed to be effective by management agencies.
- Criterion 1.9: Implementing grassroots democratic regulations
Implement supervision measures and mechanisms to ensure the transparent, public, and effective implementation of grassroots democratic regulations.
- Criterion 1.10: Ensuring security and safety in schools
+ School management, teachers, staff, and students are informed, guided, and implement plans to ensure security; food safety; accident and injury prevention; fire and explosion prevention; disaster and natural calamity prevention; epidemic prevention; social evils prevention and school violence prevention;
+ The school regularly inspects, collects, evaluates, handles informations, manifestations related to school violence, and security, and has timely, effective prevention measures.
(2). Criteria 2: Administrators, teachers, staff, and students
- Criterion 2.1: For the principal and vice-principal
+ In the 5 consecutive years up to the evaluation time, at least 2 years are assessed to meet the principal criteria at a good level or higher;
+ Trained in political theory as prescribed; trusted by teachers and staff in the school.
- Criterion 2.2: For teachers
+ The proportion of teachers with higher-than-Criteria training qualifications reaches at least 55%; for schools in difficult areas, at least 40%; in the 5 consecutive years up to the evaluation time, the proportion of teachers with higher-than-Criteria training qualifications is maintained stable and gradually increases according to the appropriate roadmap; (this indicator is suspended by Clause 6, Article 1 of Circular 29/2021/TT-BGDDT)
+ In the 5 consecutive years up to the evaluation time, 100% of teachers meet the professional criteria at a passing level or above, of which at least 60% meet professional criteria at a good level or higher, and at least 50% at a good level or higher for schools in difficult areas;
+ In the 5 consecutive years up to the evaluation time, no teacher is disciplined from a warning or more.
- Criterion 2.3: For staff
+ The number and structure of staff meet the regulations;
+ In the 5 consecutive years up to the evaluation time, no staff is disciplined from a warning or more.
- Criterion 2.4: For students
Student violations are promptly detected, appropriate educational measures are applied, and bring about positive changes.
(3). Criteria 3: Educational facilities and teaching equipment
- Criterion 3.1: Campus, playground, and practice yard
+ The area of the campus, playground, and practice yard meets regulations;
+ The playground, practice yard ensures students' regular and effective exercise.
- Criterion 3.2: Classrooms
+ The area of classrooms meets the criteria according to regulations;
+ Cabinets with teaching equipment have all teaching equipment;
+ The size, material, structure, design, color of student desks, and chairs meet regulations.
- Criterion 3.3: Learning support room and administrative - management room cluster
+ The learning support room and administrative - management room cluster follow regulations; kitchen, dining area, and rest area (if any) must ensure health, safety, and hygiene conditions for teachers, staff, and students;
+ Have a place to store common records and documents.
- Criterion 3.4: Sanitary area, water supply and drainage system
+ The sanitary area ensures convenience, appropriately built, and follows regulations;
+ The clean water supply system, drainage system, waste collection, and treatment meet the regulations of the Ministry of Education and Training and the Ministry of Health.
- Criterion 3.5: Equipment
+ Computer systems connected to the Internet for managing teaching activities;
+ Have sufficient teaching equipment as prescribed;
+ Annually, teaching equipment is added, self-made teaching equipment.
- Criterion 3.6: Library
The school library meets the criteria of a Criteria school library or higher.
(4). Criteria 4: Relationship between the school, family, and society
- Criterion 4.1: Parents' association
Effectively coordinates with the school in organizing the implementation of the school year tasks and educational activities; guides, propagates, and disseminates laws, education policies for parents; mobilizes students to school, encourages dropout students to return to class.
- Criterion 4.2: Consultation with the Communist Party committee, authorities, and cooperation with school organizations and individuals
+ Consults with the Communist Party committee and authorities to create favorable conditions for the school to implement the direction, building, and development strategy;
+ Cooperates with organizations, unions, and individuals to educate students on traditional history, culture, ethics, lifestyle, law, art, physical education, and other educational content; takes care of historical, revolutionary relics, cultural works; takes care of war invalid families, martyr families, families with meritorious services to the revolution, and Vietnamese heroic mothers in the locality.
(5). Criteria 5: Educational activities and educational results
- Criterion 5.1: School's educational plan
+ Ensures the updates on professional regulations from education management agencies;
+ Is disseminated and publicized for teachers, students, parents, and the community to know and coordinate, supervise the school in implementing the plan.
- Criterion 5.2: Implementation of primary education curriculum
+ Properly implements the curriculum, education plan; selects content, duration, methods, and forms of teaching suitable for each object and meets the needs and cognitive capabilities of students;
+ Identifies and nurtures gifted students, tutors students facing difficulties in studying and training.
- Criterion 5.3: Implementation of other educational activities
Is effectively organized, creating opportunities for students to participate actively, proactively, and creatively.
- Criterion 5.4: Regular primary education
In the school's enrollment area, the rate of 6-year-old children entering grade 1 is at least 95%.
- Criterion 5.5: Educational results
+ The rate of students completing the program reaches at least 85%;
+ The rate of 11-year-old children completing primary education reaches at least 80%, for schools in specially difficult socio-economic areas, at least 70%; the remaining 11-year-old children are still attending primary school classes.
What are the levels for assessing primary schools in Vietnam?
Based on Article 6 of the Regulation on quality accreditation and national recognition for primary schools issued together with Circular 17/2018/TT-BGDDT, primary schools are evaluated based on the following levels:
- Level 1: Meets the criteria for evaluating primary schools level 1;
- Level 2: Meets the criteria for evaluating primary schools level 2;
- Level 3: Meets the criteria for evaluating primary schools level 3;
- Level 4: Meets the criteria for evaluating primary schools level 4.
* The criteria for evaluating primary schools are recognized as met when all indicators in the criterion meet the requirements. An indicator is recognized as met when all contents of the indicator meet the requirements.
