Is the transfer of universities required to be stipulated in the institution's regulations in Vietnam?

Based on Clause 4, Article 16 of the Regulation on undergraduate training issued together with Circular 08/2021/TT-BGDDT:

Change of major, change of study location, change of training institution, change of study mode

...

  1. The institution's regulations shall detail the authority, conditions, and procedures for transferring programs, majors, study locations, training institutions, or study modes; recognition of coursework or credits for students in these cases.

Therefore, the transfer of universities must comply with specific regulations of the training institution. Specifically, the university's regulations will clearly outline the following aspects:

- The authority to approve the transfer.

- Conditions and procedures for students to carry out the transfer.

- Recognition of coursework or credits accumulated by students.

Thus, in addition to general regulations from the Ministry of Education, each university will have its specific regulations regarding transfers, and students must adhere to these when applying for a transfer.
