Based on Clause 1, Article 14 of the Regulations on Training in Preschool Education at the College Level issued with Circular 07/2023/TT-BGDDT, the regulations for recognizing graduation and awarding degrees are as follows:

1. A student will be considered for graduation and recognized as a graduate when the following conditions are met:

a) Accumulate enough modules, credits, and complete other mandatory contents as required by the training program, meeting the program's output standards;

b) The cumulative GPA for the entire course reaches at least the average level;

c) At the time of graduation consideration, the student is not subject to criminal prosecution or is not under academic suspension disciplinary action.

- Accumulate enough modules, credits, and complete other mandatory contents as required by the training program, meeting the program's output standards;

- The cumulative GPA for the entire course reaches at least the average level, specifically from 2.0 to nearly 2.5 on the 4-point scale, or from 5.0 to nearly 7.0 on the 10-point scale;

- At the time of graduation consideration, the student is not subject to criminal prosecution or is not under academic suspension disciplinary action.

Note: The procedures for graduation consideration, the time and number of times for graduation consideration in a year will be regulated by the training institution.

When shall preschool education college students in Vietnam be awarded a degree?

Clause 2, Article 14 of the Regulations on Training in Preschool Education at the College Level issued with Circular 07/2023/TT-BGDDT specifies:

Students meeting graduation requirements are decided to be recognized as graduates and awarded degrees by the head of the training institution within 03 months from the time the students meet all graduation conditions and fulfill obligations to the training institution. The time for awarding degrees is according to the regulations of the Minister of Education and Training on the management of secondary school diplomas, high school diplomas, pedagogy intermediate diplomas, college pedagogy diplomas, higher education diplomas, and certificates of the national education system.

3. The classification of graduation is determined based on the cumulative GPA for the entire course as specified in Clause 5, Article 10 of these regulations, where the graduation classification for students with excellent and good cumulative GPAs will be reduced by one level if they belong to one of the following cases:

a) The volume of modules to be retaken exceeds 5% of the total credits required for the whole program;

b) The student has been disciplined at the warning level or higher during the study period.

Is it permissible for first-year preschool education college students in Vietnam to transfer to another training institution?

Based on Clause 1, Article 16 of the Regulations on Training in Preschool Education at the College Level issued with Circular 07/2023/TT-BGDDT, the regulations on transferring training institutions and changing learning forms are as follows:

Transferring Training Institutions, Changing Learning Forms

1. Students are considered for transferring training institutions if they meet the following conditions:

a) Not being first-year or final-year students, not under consideration for expulsion, and still have enough study time according to the provisions of Clause 5, Article 2 of these regulations;

b) Students meet the admission conditions of the program, training field, and admission batch at the destination institution;

c) The destination institution has sufficient quality assurance conditions and has not exceeded the training capacity for the program and training field according to current regulations of the Ministry of Education and Training;

d) With the consent of the heads of the transferring institution and the destination institution.

Thus, first-year preschool education college students are not allowed to transfer to another training institutions.
