Pursuant to Article 11 of the Regulation on the National Science and Technology Research Contest for Lower Secondary and Upper Secondary School Students issued with Circular 06/2024/TT-BGDDT, the standards for individuals participating in organizing the Contest are prescribed as follows:
Standards for Individuals Participating in Organizing the Contest
- Members of the Steering Committee, the File Examination Council, the Judging Panel, and the Contest Organizing Committee are those who participate in organizing the Contest.
- Individuals participating in organizing the Contest must meet the following standards:
a) Possess good moral character and a high sense of responsibility;
b) Have appropriate professional capability and experience that meet the requirements of the Contest tasks;
c) Do not have spouses, children, siblings, nephews/nieces, or siblings, nephews/nieces of the spouse (or stepchildren of the spouse) participating in the Contest during the year of the Contest;
d) Not be a guide or currently teaching the contestants;
dd) Not be under consideration for disciplinary action or criminal prosecution.
Thus, judges are among those who participate in organizing the scientific research competition for upper secondary school students in Vietnam. They must meet the following conditions:

Pursuant to Clause 2, Article 10 of the Regulation on the National Science and Technology Research Contest for Lower Secondary and Upper Secondary School Students issued with Circular 06/2024/TT-BGDDT, the duties and powers of a judge in a scientific research competition for upper secondary school students in Vietnam are as follows:
- Study and implement the grading process and criteria according to the instructions approved by the Head of the Contest Steering Committee;
- Organize the grading; propose the ranking of the Contest;
- Be responsible for the accuracy, fairness, and objectivity in evaluating the contest projects;
- Propose solutions for issues arising during the grading process to submit for the decision by the Head of the Contest Steering Committee.
Who has the authority to suspend a judge of a scientific research competition for upper secondary school students in Vietnam?
Pursuant to Clause 1, Article 29 of the Regulation on the National Science and Technology Research Contest for Lower Secondary and Upper Secondary School Students issued with Circular 06/2024/TT-BGDDT, the regulations on handling violations are as follows:
Handling Violations
- For individuals participating in organizing the Contest:
a) Public employees participating in organizing the Contest who violate the Contest regulations will be disciplined according to the legal provisions on disciplining officials and public employees;
b) Individuals other than officials and public employees participating in organizing the Contest who violate the Contest regulations will be handled according to the degree of violation in accordance with labor law, administrative sanctions law, and relevant legal provisions;
c) During the organization of the Contest, when violations are detected, the Minister of Education and Training has the authority to suspend the participation of those organizing the Contest;
d) Forms of handling violations stipulated at points a and b of this clause are decided by the head of the authority managing officials and public employees according to the regulations.
