Based on Clause 2, Article 11 of the Charter of Primary Schools issued together with Circular 28/2020/TT-BGDDT which stipulates the principal and deputy principal as follows:

a) The Deputy Principal assists the principal and is responsible to the principal; manages the tasks assigned by the principal; and manages the school's activities when authorized by the principal.
b) The person appointed as the deputy principal for public schools or recognized as the deputy principal for private schools must meet the top level of the Professional Standards for Teachers in General Education Institutions; must have sufficient competence to perform the tasks assigned by the principal and meet the following requirements: must achieve the standard training level of an educator as stipulated by the Education Law for primary education; and must have taught for at least 05 years (or 04 years in mountainous areas, islands, highlands, remote areas, areas with ethnic minorities, and areas with particularly difficult socio-economic conditions) at the primary level.
c) The term of a primary school deputy principal is 05 years. After each academic year, the deputy principal is reviewed and evaluated by the principal, public employees, employees in schools, and the competent authority according to regulations.
Thus, a primary school deputy principal must meet the following standards:
- Achieve the top level of the Professional Standards for Teachers in General Education Institutions;
- Have sufficient competence to perform the tasks assigned by the principal and meet the following requirements: achieve the standard training level of an educator as stipulated by the Education Law 2019 for primary education;
- Have taught for at least 05 years (or 04 years in mountainous areas, islands, highlands, remote areas, areas with ethnic minorities, and areas with particularly difficult socio-economic conditions) at the primary level.

The Commendation and Reward Council assists the principal in organizing emulation movements; guides the organization of emulation launches and monitors their implementation; advises on summarizing, concluding, considering, and proposing commendations for staff, teachers, employees, and students of the school; and makes proposals regarding emulation and reward work.
The Commendation and Reward Council is established by the principal at the beginning of each academic year and includes the chairman, vice-chairman, secretary, and members. The principal is the chairman of the Commendation and Reward Council. Members include: deputy principal, representative of the Communist Party Committee of Vietnam, chairman of the Trade Union, secretary of the Ho Chi Minh Communist Youth Union, head of the School's Team, heads of professional groups, office head, and teacher representatives. The number of members in the Commendation and Reward Council is an odd number.
The chairman of the Commendation and Reward Council convenes meetings periodically at the beginning of the academic year, the end of the first semester, the end of the academic year, and convenes extraordinary meetings when there are job requirements.

Thus, the Commendation and Reward Council is established by the principal at the beginning of each academic year, and one of the members of the primary school’s Commendation and Reward Council is the deputy principal.
What are prohibited acts for the primary school deputy principal in Vietnam?
Based on Clause 1, Article 31 of the Charter of Primary Schools issued together with Circular 28/2020/TT-BGDDT which stipulates the behavior and attire of teachers and staff as follows:

- The behavior and attire of teachers and staff are implemented according to the regulations of the education sector and law, including but not limited to:
a) Not distorting educational content, teaching incorrect knowledge content.
b) Not cheating in assessments, intentionally giving false assessments of students' educational results.
c) Not forcing students to take extra lessons for material gain.
d) Not skipping class hours, skipping teaching sessions, arbitrarily cutting educational content.
dd) Not insulting the dignity, honor, or infringing upon the body of others; not smoking; drinking alcohol, beer; causing disturbances of security and order.

Thus, the primary school deputy principal is prohibited from performing the following behaviors:
- Distorting educational content, teaching incorrect knowledge content.
- Cheating in assessments, intentionally giving false assessments of students' educational results.
- Forcing students to take extra lessons for material gain.
- Skipping class hours, skipping teaching sessions, arbitrarily cutting educational content.
- Insulting the dignity, honor, or infringing upon the body of others; smoking; drinking alcohol, beer; causing disturbances of security and order.
