What are commendation forms for primary school students in Vietnam?
Based on Article 38 of the Charter of Primary Schools issued together with Circular 28/2020/TT-BGDDT, the regulations are as follows:
Commendation and Discipline
1. Implement commendation and discipline for students in accordance with the Ministry of Education and Training's regulations.
2. Students with outstanding achievements, exemplary students who complete tasks well in studies, training, and various competitive movements, who contribute significantly to the collective as voted by their peers, or who have other notable achievements, will be rewarded by teachers, the school, and educational management levels in various forms: commendation before the class or the entire school, awarding of certificates of merit or letters of commendation.
3. Students with shortcomings in their studies, training, and competitive movements, depending on the severity of the violation, can be subjected to the following disciplinary measures: reminders, direct support to help students progress; notifying the students' parents to coordinate assistance in overcoming shortcomings. Teachers are not allowed to criticize students before the whole class, the entire school, or in general meetings with parents.
Currently, primary students can be rewarded by teachers, the school, and educational management levels in forms such as commendation before the class or the entire school, awarding of certificates of merit or letters of commendation when those students have outstanding achievements, are exemplary in meeting their educational tasks, participate actively in competitive movements, make significant contributions to the collective as voted by their peers, or have other notable achievements.

What are the regulations on consolidation of academic assessment results of primary school students for the commendation purposes?
Based on Article 9 of the Regulations on Evaluating Primary School Students issued together with Circular 27/2020/TT-BGDDT, the consolidation of academic assessment results of primary school students for the commendation purposes will be carried out as follows:
At the end of the school year, based on the total evaluation results of each subject, educational activity, and each primary quality and core competency, the homeroom teacher will:
- Evaluate primary school students' educational results (Achievement evaluation) at four levels:
+ Outstanding completion: Students with the assessment results of subjects, educational activities at the level of Good Completion; qualities and competencies reaching Good level; end-of-year periodic tests for subjects scoring 9 points or more;
+ Good completion: Students not reaching Outstanding Completion level but having assessment results of subjects, educational activities at the level of Good Completion; qualities and competencies reaching Good level; end-of-year periodic tests for subjects scoring 7 points or more;
+ Completion: Students not reaching Outstanding Completion and Good Completion levels but having assessment results of subjects, educational activities at the level of Good Completion or Completion; qualities and competencies reaching Good or Fair; end-of-year periodic tests for subjects scoring 5 points or more;
+ Not completed: Students not belonging to the above categories.
- Record comments, overall evaluation results, and rewarded achievements of students in the School Record.
In the middle of the 1st semester, end of the 1st semester, middle of the 2nd semester, and end of the school year:
- Subject teachers, based on regular evaluation processes and results obtained from periodic evaluations of subjects and educational activities, summarize and record the educational evaluation results of each student into the Class Summary Evaluation Table.
- The homeroom teacher, based on regular evaluation results and outcomes from periodic evaluations of each core quality and competency of each student, summarizes and records the educational evaluation results of students into the Class Summary Evaluation Table.
