Pursuant to Article 8 of Circular 25/2015/TT-BGDDT, the organization of the program is as follows:
Organizing the Program
- The head of the higher education institution is responsible for directing the compilation or selection and approval of textbooks according to the Physical Education subject program to be used as teaching and learning materials; organizing the updating and assessment of the Physical Education subject program according to current regulations, in line with practical conditions and advancements in specialized science; publicly announcing the Physical Education subject program at the beginning of the course so that students can choose modules and register for study; arranging lecturers and ensuring adequate facilities to meet the program's requirements and promote physical exercises, sports, and fitness development among students, thereby ensuring the fulfillment of comprehensive educational goals and other provisions set out in this Circular.
- Lecturers are responsible for inspecting and recommending to the higher education institution on the conditions ensuring quality and safety before conducting teaching activities.
- Lecturers and students have the right to refuse participation in teaching and learning when safety conditions identified in the Physical Education subject program are not assured.
- Students with disabilities or those who are not in good health to study certain contents in the Physical Education program are considered for exemption or reduction of mismatched contents or allowed to study suitable alternative contents. The head of the higher education institution specifies the exemption, reduction, and determines alternative study contents for disabled students or those with inadequate health for study.
Therefore, university students are exempt from Physical Education in following cases:
- They have disabilities;
- They are not in sufficient health to study certain contents in the Physical Education program and are considered for exemption or reduction of unsuitable contents or allowed to learn suitable alternative contents.

Who are included in the Evaluation Council for the Physical Education Program at universities in Vietnam?
According to Clause 2, Article 6 of Circular 25/2015/TT-BGDDT, the Evaluation Council for the Physical Education Program at higher education institutions is regulated as follows:
Evaluating and Issuing the Program
- The head of the higher education institution issues a decision to establish the Evaluation Council for the Physical Education subject program and the conditions ensuring the implementation of teaching (hereinafter referred to as the Evaluation Council). The Evaluation Council comprises at least 03 (three) members with Master’s level or higher qualifications, specifically in physical education or sports training; the Drafting Team members do not participate in the Evaluation Council.
- The Evaluation Council includes: a chairman, a secretary member, and opponent members, with at least 02 (two) external members outside the training institution.
- The Evaluation Council conducts the evaluation of the Physical Education subject program and the quality assurance conditions for teaching, concluding whether to approve the Physical Education subject program of the higher education institution.
- The head of the higher education institution issues the Physical Education subject program based on the Evaluation Council's conclusions and the recommendations of the scientific and training council.
The Evaluation Council for the Physical Education subject program at the university consists of the chairman, secretary member, and opponent members, with at least 02 members from outside the training institution.

Evaluating Learning Outcomes
The evaluation of modules and the assessment of learning outcomes of the Physical Education program are specified in the program and according to regulations in Clause 4, Article 8 of this Circular; the results are not counted toward the semester, academic year, or course grade point average.
