The Director of the Quality Management Department is responsible for selecting security features on diploma and certificate templates, ensuring aesthetic, security, and anti-counterfeiting properties. The Quality Management Department is responsible for managing and organizing the affixing or printing of security features on diploma and certificate templates; canceling damaged security features.

3. Diploma and certificate templates are assigned a serial number; each template has a unique serial number. The Director of the Quality Management Department regulates the serial numbers of diploma and certificate templates.

4. Regulations in clauses 2 and 3 of this Article do not apply to duplicate certificate templates.

4. The Quality Management Department cooperates with units within the Ministry of Education and Training to periodically inspect the storage of diploma and certificate templates and manage, and issue diploma and certificate templates.

Thus, the storage and retention location for diploma and certificate templates is the diploma and certificate template warehouse.

2. The exploitation and use of software are conducted according to regulations in Articles 7, 8, 9 of this Regulation.

3. Units receiving diploma and certificate templates prepare a proposal form for issuance of diploma and certificate templates according to the model in Appendix I of this Regulation and upload the proposal form to the software.

4. The Quality Management Department, based on the proposal form, prepares a confirmation form of the number of diploma and certificate templates according to Appendix II, prepares an issuance form of diploma and certificate templates according to Appendix III of this Regulation, uploads it to the software; conducts the issuance of diploma and certificate templates accordingly.

Thus, the issuance of diploma and certificate templates is conducted through diploma and certificate template management software (the software).
