Based on Article 16 of Decree 112/2020/ND-CP(amended by Clause 7 Article 1 of Decree 71/2023/ND-CP), the following cases subject to disciplinary reprimand of teachers:
- Not adhering to professional regulations, professional ethics, and codes of conduct in the course of professional activities, having been reminded in writing by an authority;
- Violating legal regulations concerning: performing duties and responsibilities of a public employee; labor discipline; regulations, rules, and working procedures of the public service provider, having been reminded in writing by an authority;
- Abusing one's work position for personal gain; acting high-handedly, or causing difficulties and troubles for the public in fulfilling assigned tasks; certifying or issuing legal documents to ineligible individuals; disrespecting the honors, dignity, and reputation of others in the course of professional activities;
- Evading, shifting responsibility to others, failing to perform or inadequately performing duties as per legal regulations, agency rules, organizational regulations, or assigned tasks from a competent authority without valid reasons; refusing to comply with transfer, assignment decisions from the competent authority; causing disunity in the agency, organization, or unit;
- Violating legal regulations concerning: crime prevention; prevention of social vices; public order and safety; corruption prevention; practicing thrift and combating waste;
- Violating legal regulations on state secret protection;
- Violating legal regulations on complaints and denunciations;
- Violating legal regulations on: investment, construction; land, environment resources; finance, accounting, banking; management and use of public assets in the course of professional activities;
- Violating legal regulations on: domestic violence prevention; population, marriage, and family; gender equality; social security; other regulations of the Communist Party and legal regulations related to public employees.

What are the process and procedure for reprimanding teachers in Vietnam?
Based on Article 32 of Decree 112/2020/ND-CP (amended by Clause 16 Article 1 of Decree 71/2023/ND-CP) on the process and procedure for disciplinary action against public employees :
Process and procedure for disciplinary action against public employees
1. Disciplinary action against public employees is conducted in the following steps:
a) Organizing a self-criticism meeting;
b) Establishing a Disciplinary Council;
c) The competent authority issuing a disciplinary decision.
- The provision at point a, clause 1 of this Article is not applied to:
a) Disciplinary action according to clause 10 Article 2 of this Decree;
b) Disciplinary action by decision of the competent authority specified at clause 4 Article 3 of this Decree or has organized self-criticism as per legal regulations and the individual has admitted responsibility for their violation.
- The provisions at points a and b, clause 1 of this Article are not applied to:
a) An official conclusion by a competent authority on the violation, proposing a specific form of discipline;
b) Public employees who violate the law and are sentenced to imprisonment without suspension or convicted for corruption;
c) The decision for disciplinary action in the Party has been issued, unless the competent authority decides to establish the Disciplinary Council as per clause 6 Article 2 of this Decree.
Cases specified in clauses 2 and 3 of this Article utilize the conclusions on violations (if any) without needing to investigate or verify again.
Thus, the process and procedure for disciplinary action with reprimand against teachers are conducted as follows:
Step 1: Organize a self-criticism meeting;
Step 2: Establish a Disciplinary Council;
Step 3: The competent authority issues the disciplinary decision.
