Preschool teachers falling under the provisions of Clause 1 of this Article shall receive an additional monthly allowance of 450,000 Vietnamese dong/month (four hundred fifty thousand dong per month). The duration of allowance is calculated based on the actual number of teaching months, but not exceeding 9 months per academic year.
The allowance is paid together with the monthly salary and is not used to calculate social insurance, health insurance, and unemployment insurance contributions.

What are the benefits offered to early childhood education teachers working in people-founded or private preschool institutions located near an industrial park?
Pursuant to Article 10 of Decree 105/2020/ND-CP, the benefits offered to early childhood education teachers working in people-founded or private preschool institutions located near an industrial park are as follows:
(1). Policy beneficiaries
Preschool teachers working at people-founded, private preschools granted establishment and operational licenses by competent authorities in industrial zones who meet the following conditions:
- Having the standard qualification for the preschool teacher title as stipulated;- Having a labor contract with the legal representative of the people-founded, private preschool;- Directly caring for and educating children in classes/groups with at least 30% of children being the offspring of workers and laborers in the industrial zone.
(2). Policy details
Preschool teachers who meet the stipulated conditions are entitled to a minimum support of 800,000 Vietnamese dong/month (eight hundred thousand dong per month).
The number of teachers at people-founded, private preschools receiving support is calculated according to the current regulations for public preschools.
The support duration is calculated based on the actual number of teaching months in the academic year. This support amount is beyond the agreed salary between the preschool owner and the teacher and is not used to calculate social insurance, health insurance, and unemployment insurance contributions.
The support amount is proposed by the Provincial People's Committee considering the local budget capacity and submitted to the People's Council at the same level for consideration and decision.
(3). Dossier and procedure
- Dossier
+ List of teachers eligible for policies;
+ Certified copy or certified photocopy of the labor contract of the teacher eligible for policies.
- Procedure
In August each year, the legal representative of the people-founded, private preschool submits 01 dossier either directly, by mail, or online to the district Department of Education and Training;
Within 10 working days from receiving the school's dossier, the Department of Education and Training assesses the dossier, compiles the list of teachers eligible for policies and submits it to the corresponding financial agency for assessment and reports to the competent authority for approval in accordance with the provisions of the 2015 State Budget Law;
Within 07 working days from receiving the dossier from the Department of Education and Training, the District People's Committee approves the list of teachers eligible for policies and notifies the preschool;
After receiving approval from the competent authority, the preschool publicly announces the list of teachers eligible for policies.
- Implementation method
The preschool is responsible for receiving the funds and directly disbursing the support in cash or by bank transfer to the teachers;
Support is paid twice a year: the first time in December each year, and the second time for the remaining months in May each year;
In case a teacher has not received the support within the stipulated time, they will be compensated in the subsequent disbursement period;
If a teacher resigns, the preschool is responsible for reporting to the Department of Education and Training, which will propose to the District People's Committee to cease policy disbursement.

Pursuant to Article 11 of Decree 105/2020/ND-CP, the benefits concerning provision of documents and reimbursement of training costs offered to teachers of people-founded or private preschool institutions in Vietnam are as follows:
- Policy beneficiaries
Preschool teachers (including principals, vice-principals, group leaders, and professional team leaders) working at people-founded, private preschools that are licensed and operating in accordance with regulations by competent authorities.
- Policy details
Preschool teachers are supported with materials and training costs by the State when participating in professional and professional development training courses. The support from the budget follows the support level for public preschool teachers of the same qualification attending training courses as stipulated.
Every year, based on the training and professional development plan of the Department of Education and Training, the people-founded, private preschool compiles a list of teachers participating in training and professional development and sends it to the Department of Education and Training. The Department of Education and Training is responsible for compiling, preparing the budget estimate, submitting it to the competent authority for approval, and implementing it as prescribed.
