- Must be clear and practical, reflecting the learning outcomes that graduates need to achieve regarding general understanding and core competencies at the training level, specific requirements of the field, and training sector.
- Must be measurable and assessable according to cognitive levels as a basis for designing, implementing, and improving content and teaching methods; testing, evaluating learning outcomes, and issuing diplomas to learners.
- Must be consistent with the objectives of the training program, clearly showing the contributions while reflecting the essential requirements of employers and other stakeholders.
- Must specify the specific level and meet output standards in terms of knowledge, skills, autonomy, responsibility, and necessary competence according to the regulations for the corresponding level according to the National Qualifications Framework of Vietnam.
- Must ensure interconnections with the input standards of higher training levels (if any), while creating horizontal interconnection opportunities among programs of the same training level, especially among programs in the same sector or field.
- Must be concretized fully and clearly in the output standards of the components and parts of the training program and implemented systematically through links among components and parts.
- Must ensure feasibility, matching the program volume so that most learners who have met the input standards can complete the program within the standard time.
Thus, one of the requirements for building the output standards of a university training program is consistency with the program's objectives.

1. Must clearly state the training institution's expectations about the capabilities and career prospects of graduates of the program.
