(1). Implement the General Education Program 2018 (General Education Program 2018 ) for all grade levels, focusing on preparing the necessary conditions for the implementation of General Education Program 2018 for grades 9 and 12 to ensure the completion of the academic year's program and improvement of secondary education quality. Prepare to organize summary reviews of the implementation of General Education Program 2018 during the 2020-2025 period.
(2). Effectively implement teaching methods, forms of teaching organization, and evaluative assessments aimed at developing students' qualities and competencies; diversify the organization forms of educational activities to develop students' skills; promote and enhance the quality of STEM education, vocational guidance, and career orientation after junior secondary and senior secondary education.
(3). Focus on network development of schools and classes; strengthen facilities, teaching equipment to ensure the requirements for implementing General Education Program 2018 ; improve the quality of universal junior secondary education.
(4). Focus on developing the team of teachers and educational managers to ensure the quality of General Education Program 2018 implementation; emphasize the regular training and professional development to enhance the specialization and professional capabilities of the teaching staff.
(5). Effectively manage education and school governance; ensure democracy, discipline, routine, quality, and efficiency in secondary education institutions; organize good emulation movements. Strengthen counseling, guidance, supervision, inspection, and evaluation as per authority.
(6). Efficiently and practically implement digital transformation in teaching and educational management; focus on digital transformation in managing students' learning and training results.

How to implement the task of building and executing the school's educational plan in secondary education in Vietnam?
According to subsection 1 Section 1 Part B Official Dispatch 3935/BGDDT-GDTrH in 2024 guiding the task of building and executing the school's educational plan in secondary educationin Vietnam:
The Departments of Education and Training direct secondary education institutions to build the school's educational plan and organize teaching of subjects and educational activities suitable to the school's teachers, facilities, and teaching equipment, focusing on the following contents:
- The school's educational plan represents the full mobilization of resources, facilities, and existing teaching equipment of the school in the educational plans of subjects and educational activities; note building the distribution program for subjects of Natural Sciences, History and Geography, Career-oriented Experience Activities appropriate to the actual situation to leverage the school's teachers' competence.
Continue implementing the foreign language programs according to CT GDPT 2006 for students who are not yet capable of studying foreign languages according to General Education Program 2018 .
- For specialized schools, continue teaching according to the guidelines in Official Dispatch 4171/BGDDT-GDTrH in 2022 of the Ministry of Education and Training on guiding the teaching content of specialized subjects at the high school level.
- For elective subjects and elective study topics at the high school level: Increase the number of separate classes by each elective subject, elective study topic, flexibly allocate the number of students according to each class to meet students' aspirations to the maximum extent; assign teachers and build a scientific timetable among classes; organize good counseling and registration for students to choose elective subjects, elective study topics ensuring transparency and openness.
- Build and implement a school culture plan with fundamental, comprehensive innovation in education;
Integrate human rights education content; effectively integrate education content on studying and following Ho Chi Minh's thought, morality, and style;
Educational content on traffic safety laws; anti-corruption, negativity, and integrity education; gender equality education; education on eye care and blindness prevention for students; education on national sovereignty over borders, sea and islands, national defense and security; education on efficient and effective use of energy; environmental protection education, biodiversity conservation, and nature conservation; education through heritage; education for responding to climate change, disaster prevention, and mitigation; digital competency enhancement education, transition skills, and other integrated educational contents.
- Effectively implement the task of inclusive education for students with disabilities; implement distance education models for students with disabilities who cannot attend school based on information and communication technology suitable to the local and educational institution conditions.
- Direct ethnic minority schools with sufficient teacher and facility conditions to organize teaching for two sessions/day by combining cultural teaching with organizing experiential activities; increase tutoring for students with limited academic results; enhance Vietnamese language for ethnic minority students and organize teaching of ethnic minority languages when conditions allow as per regulations.
How to implement the task of improving the quality of vocational guidance and career orientation in secondary education in Vietnam?
According to subsection 4 Section 1 Part B Official Dispatch 3935/BGDDT-GDTrH in 2024 guiding the task of improving the quality of vocational guidance and career orientation in secondary education as follows:
- Continue to improve the quality of vocational guidance in secondary education institutions, focusing on innovating vocational guidance content, methods, and forms; develop a team of part-time teachers for counseling and vocational guidance; mobilize social resources to participate in vocational guidance education; strengthen vocational guidance counseling in high school vocational orientations.
- Effectively orientating the career path for students after junior secondary and senior secondary education to follow educational and training programs suitable for students' abilities, strengths, and aspirations; create an entrepreneurial support environment in secondary schools; propagate and educate to improve awareness, equip knowledge and skills on career choice, entrepreneurship to promote the entrepreneurial spirit of secondary students.
