What are criteria for pre-establishment of grade 6 textbooks in Vietnam?
Based on Article 5 of the Regulations on standards, procedures for compiling, amending textbooks, standards for organizations and individuals compiling textbooks; organization and operation of the National Council for Textbook Appraisal issued together with Circular 33/2017/TT-BGDDT (abbreviated as Regulations issued together with Circular 33/2017/TT-BGDDT), the content of the textbooks must meet the following criteria:
- The content of the textbook correctly and fully reflects the content of the subject or educational activity program.
- Ensure fundamental, scientific, practical relevance, and suitability to Vietnam's actual conditions.
- Terms, concepts, definitions, data, events, images ensure accuracy, objectivity, consistency, and suitability to students' level.
- Data, events, images have clear sources.
- New scientific achievements related to the subject program, educational activities are updated, meeting international integration requirements and aligning with the goals of the subject program, educational activities.
- Educational contents on national sovereignty, human rights, children's rights, gender equality, sustainable development, environmental protection, and climate change adaptation are reasonably presented.

What are procedures for compiling and amending textbooks in Vietnam?
Based on Article 9 of the Regulations issued together with Circular 33/2017/TT-BGDDT (amended and supplemented by Clause 2 of Article 1 Circular 05/2022/TT-BGDDT), the precedures for compiling and amending textbooks in Vietnam is specified as follows:
Phase 1: Textbook compilation process
- Organizations or individuals compiling textbooks choose authors who meet the standards stipulated in Article 11 of the Regulations issued together with Circular 33/2017/TT-BGDDT (amended by Clause 5 of Article 1 Circular 05/2022/TT-BGDDT and Clause 1 of Article 1 Circular 23/2020/TT-BGDDT).
Authors study the general education program issued by the Minister of Education and Training to develop an overall outline, detailed outline, and compilation plan;
Assign the tasks of the chief editor, editor-in-chief (if the book has a chief editor, editor-in-chief), authors to ensure suitability in the workload and time to ensure the quality and progress of the textbook sample;
- Organizations or individuals compiling textbooks organize compiling, editing, designing, illustrating, completing at least 1 (one) lesson, organizing experimental teaching, collecting feedback after the experimental teaching to perfect the lesson with the participation and consensus of all authors before compiling other lessons;
Organize compiling, editing, designing, illustrating, experimental teaching, collecting opinions from teachers, educational managers, scientists, educators knowledgeable about general education to comment, evaluate the textbook sample according to the content of each clause stipulated in Articles 4, 5, 6, 7, and 8 of the Regulations issued together with Circular 33/2017/TT-BGDDT (specific requirements according to the Textbook Evaluation Criteria appended to this Circular); complete the textbook sample and submit it to the Ministry of Education and Training for appraisal;
- The Ministry of Education and Training organizes the appraisal of the textbook sample according to the regulations in Chapter 4 of the Regulations issued together with Circular 33/2017/TT-BGDDT;
- Organizations or individuals compiling textbooks complete the textbook sample after the appraisal;
- The Minister of Education and Training approves and authorizes the use of textbooks;
- Organizations or individuals compiling textbooks organize the publication and distribution of textbooks according to the law.
Phase 2: Requirements and procedures for experimental textbooks
- For each textbook sample, select lessons that are representative of the type of lesson, reflecting new points in content, method, and form of teaching according to the subject program, educational activities;
Organize experimental teaching for at least 10% of the total periods for subjects and educational activities with 105 periods/year or more, at least 15% of the total periods for subjects and educational activities with 70 periods/year to less than 105 periods/year, at least 20% of the total periods for other subjects and educational activities;
Each lesson is taught experimentally at least 2 (two) times, after the first experimental teaching, organize a feedback session, and adjust the lesson before organizing the second experimental teaching;
- The selected general education institution for experimental teaching ensures regional representation; the selected class for experimental teaching belongs to the grade with the experimental textbook; experimental teaching is conducted for all students in the class at a time suitable to students' capabilities.
Teachers conducting and observing experimental lessons are those currently teaching the subject with the experimental textbook; each experimental period must have at least 3 (three) teachers observing and contributing to the experimental lesson;
- Organizations or individuals compiling textbooks evaluate the experimental lesson according to the content of each clause (excluding non-reflective content in the lesson) stipulated in Articles 4, 5, 6, 7, and 8 of the Regulations issued together with Circular 33/2017/TT-BGDDT (specific requirements according to the Textbook Evaluation Criteria issued together with Circular 33/2017/TT-BGDDT).
Phase 3: Textbook amendment process
- Textbooks may be amended during use;
- The process of amending textbooks follows the textbook compilation process stipulated in Clause 1 of this Article except for the experimental textbook regulations. If experimental textbook amendments are required, the Minister of Education and Training decides.
Phase 4: The Minister of Education and Training specifically decides on the process for compiling, amending textbooks stipulated in Clauses 1, 2, and 3 of Article 9 of the Regulations issued together with Circular 33/2017/TT-BGDDT for textbooks compiled and amended using the state budget.
