What are 05 criteria 2 for assessing preschools in Vietnam?
Pursuant to Section 2 of the Regulation on Educational Quality Accreditation and Recognition of National Standards for Kindergartens (hereinafter referred to as the Regulation) issued together with Circular 19/2018/TT-BGDDT, a kindergarten achieves Level 2 when it meets the evaluation standards of Level 1 and the following regulations:
(1). Standard 1: Organization and Management of the School
- Criterion 1.1: Orientation, strategy building, and school development
The school has solutions to monitor the implementation of orientation, strategies for building and developing the school.
- Criterion 1.2: School Council (Board of Directors for private schools) and other councils
Effectively operating, contributing to enhancing the quality of nurturing, caring, and educating children.
- Criterion 1.3: Organization of the Communist Party of Vietnam, mass organizations, and other organizations within the school
+ The organization of the Communist Party of Vietnam is structured and operates according to regulations; in the 5 consecutive years up to the evaluation time, it has at least 1 year of completing its tasks well, and the remaining years it completes its tasks or more;
+ Mass organizations and other organizations positively contribute to the school's activities.
- Criterion 1.4: Principal, vice-principal, professional groups, and office groups
+ Annually, the professional group proposes and implements at least 01 (one) professional topic that improves the quality and efficiency of education;
+ The activities of the professional group and the office group are periodically reviewed, assessed, and adjusted.
- Criterion 1.5: Organization of child groups and kindergarten classes
The number of children in the groups and classes does not exceed the regulations and is divided according to age.
- Criterion 1.6: Management of administration, finance, and assets
+ Effectively applying information technology in the management of administration, finance, and assets of the school;
+ In the 5 consecutive years up to the evaluation time, there are no violations related to the management of administration, finance, and assets according to the conclusions of the inspection and audit.
- Criterion 1.7: Management of staff, teachers, and employees
Measures to utilize the competencies of management staff, teachers, and employees in building, developing, and enhancing the quality of the school.
- Criterion 1.8: Management of educational activities
Measures for directing, inspecting, and evaluating the school's activities in nurturing, caring, and educating children are assessed effectively by the management agency.
- Criterion 1.9: Implementing grassroots democracy regulations
Measures and mechanisms for monitoring the implementation of grassroots democracy regulations in the school ensure transparency, publicity, and effectiveness.
- Criterion 1.10: Ensuring security, order, and school safety
+ Management staff, teachers, employees, and children are informed and guided on implementing plans to ensure security and order; food safety and hygiene; accident and injury prevention; fire and explosion safety; disaster prevention; disease prevention; prevention of social evils; and school violence prevention;
+ The school regularly inspects, collects, evaluates, and handles information and expressions related to school violence, security, and order and has prompt and effective preventive measures.
(2). Standard 2: Management staff, teachers, and employees
- Criterion 2.1: For the principal, vice-principal
+ In the 5 consecutive years up to the evaluation time, there are at least 2 years assessed to meet the standard of principal at a fairly level or higher;
+ Trained in political theory according to regulations; trusted by the teachers and employees in the school.
- Criterion 2.2: For teachers
+ The ratio of teachers meeting the above-standard training qualifications reaches at least 55%; for schools in difficult areas, at least 40%; in the 5 consecutive years up to the evaluation time, the ratio of teachers meeting the above-standard training qualifications is stable and increases according to a suitable schedule; (this indicator is suspended under Item 8, Article 1 of Circular 29/2021/TT-BGDDT, effective from October 20, 2021);
+ In the 5 consecutive years up to the evaluation time, 100% of teachers meet the standard of professional competence, with at least 60% qualifying at a fairly level or higher; and at least 50% for schools in difficult areas;
+ In the 5 consecutive years up to the evaluation time, no teacher has been disciplined at the warning level or higher.
- Criterion 2.3: For employees
+ The quantity and structure of employees ensure adherence to regulations;
+ In the 5 consecutive years up to the evaluation time, no employee has been disciplined at the warning level or higher.
(3). Standard 3: Facilities and teaching equipment
- Criterion 3.1: Area, campus, and garden
+ The construction area and garden area comply with regulations;
+ The campus has a wall separating it from the outside; play areas for groups and classes; many green trees providing shade, regularly maintained and pruned beautifully; a garden designated for children to care for, protect, and explore, providing learning opportunities;
+ Children's play areas have sufficient equipment and outdoor toys according to regulations; safety railings separating them from ponds, lakes (if any).
- Criterion 3.2: Rooms for child groups, kindergarten classes, and study-support rooms
+ Common rooms, sleeping rooms, physical education rooms, art rooms, or multifunctional rooms meet the standards set by regulations;
+ The system of cupboards, shelves, and storage for toys, supplies, and documents meet regulations, arranged reasonably, safely, and conveniently.
- Criterion 3.3: Administrative - management rooms
+ Meets the area regulations;
+ Covered parking area for management staff, teachers, and employees, ensuring safety and convenience.
- Criterion 3.4: Dining organization rooms
The kitchen complies with the regulations in the kindergarten charter.
- Criterion 3.5: Equipment, supplies, toys
+ The computer system is connected to the Internet to serve the management of educational activities;
+ Sufficient teaching equipment according to regulations;
+ Annually replenished with teaching equipment, including self-made teaching tools.
- Criterion 3.6: Sanitary area, water supply, and drainage system
+ Restrooms for children, management staff, teachers, and employees, convenient, built according to the landscape and regulations;
+ Clean water supply system, drainage system, waste collection, and treatment comply with the Ministry of Education and Training and the Ministry of Health regulations.
(4). Standard 4: Relationship between school, family, and society
- Criterion 4.1: Parents' representative board
Effectively cooperating with the school in organizing and implementing the academic year tasks and educational activities; guiding, propagating, and disseminating legal policies on education to parents.
- Criterion 4.2: Advisory activities to the Party committee, authorities, and cooperation with organizations and individuals of the school
+ Advising the Party committee and authorities to create conditions for the school to implement plans and strategies for building and development;
+ Cooperate with organizations, mass organizations, and individuals to organize festivals and events according to plans, suitable with local traditions.
(5). Standard 5: Activities and results of nurturing, caring, and educating children
- Criterion 5.1: Implementing the Kindergarten Education Program
+ Organize the implementation of the Kindergarten Education Program ensuring quality;
+ Developing the Kindergarten Education Program issued by the Ministry of Education and Training, suitable to local culture, meeting the capabilities and needs of the children.
- Criterion 5.2: Organizing nurturing, caring, and educational activities for children
Organize practical, experiential activities, exploring the surrounding environment suitable to the needs and interests of the children and actual conditions.
- Criterion 5.3: Results of nurturing and health care
+ The school organizes advisory sessions for parents or guardians on health issues, physical and mental development of the children;
+ The nutrition regime for children at school ensures balance, meeting nutritional needs according to regulations;
+ 100% of malnourished, overweight, and obese children are intervened with appropriate measures, and their nutritional status improves compared to the beginning of the school year.
- Criterion 5.4: Educational outcomes
+ Attendance rate reaches at least 95% for 5-year-old children, 90% for children under 5; for schools in difficult areas, at least 90% for 5-year-old children and 85% for children under 5;
+ The rate of 5-year-old children completing the Kindergarten Education Program reaches at least 95%; for schools in difficult areas, at least 90%;
+ Integrated learning children with disabilities (if any) are assessed to make progress, reaching at least 80%.

What are levels of assessment of preschools in Vietnam?
According to Article 6 of the Regulation issued together with Circular 19/2018/TT-BGDDT, kindergartens are assessed as follows:
- Level 1: Meets the regulations in Section 1, Chapter 2 of the Regulation issued with Circular 19/2018/TT-BGDDT;
- Level 2: Meets the regulations in Section 2, Chapter 2 of the Regulation issued with Circular 19/2018/TT-BGDDT;
- Level 3: Meets the regulations in Section 3, Chapter 2 of the Regulation issued with Circular 19/2018/TT-BGDDT;
- Level 4: Meets the regulations in Section 4, Chapter 2 of the Regulation issued with Circular 19/2018/TT-BGDDT.
* The evaluation criteria for kindergartens are recognized when all indicators within the criterion meet the requirements. Indicators are recognized as meeting the requirements when all contents of the indicator meet the requirements.
What are the conditions for recognizing a preschool that meets educational quality assessment standards in Vietnam?
According to Item 1, Article 34 of the Regulation issued with Circular 19/2018/TT-BGDDT, kindergartens achieve educational quality accreditation when meeting the following conditions:
- At least 5 years of educational activity;
- Having external evaluation results from Level 1 and above according to Item 1, Article 6 of the Regulation issued with Circular 19/2018/TT-BGDDT.
