- Provincial/municipal cultural and artistic competitions under the central administration are organized by the Department of Labor, Invalids and Social Affairs for vocational education institutions in the province/municipality on a biennial basis.

- Cultural and artistic competitions at regional and national levels are organized by the Ministry of Labor, Invalids and Social Affairs biennially.

- Other cultural and artistic competitions: Besides the sports, cultural, and artistic competitions provided in Clauses 1, 2, 3, Article 7 of Circular 33/2019/TT-BLDTBXH, vocational education institutions or vocational education management agencies can organize competitions not according to a regular schedule.

- Establish an Organizing Committee to manage and execute the tasks of the competition; the Organizing Committee decides on the establishment of the judging panel and sub-committees (groups) for assistance.

- Develop and issue the competition rules.

+ The cultural and artistic competition organizing committee develops and issues the competition rules and announces them publicly.

+ Based on the scale and level of the competition, the Head of the Organizing Committee decides to gather opinions from cultural and artistic management agencies by level before issuing.

+ The basic content of the competition rules includes: purpose, requirements; time, location of the event; participants, components of participation; content, form, genre; criteria, method of judging; regulations on rewards, discipline, resolving complaints; regulations on registration documentation and procedures; funding; other regulations (if any) and enforcement provisions.

- Propagate and educate about the Communist Party's views and policies, government laws, and the nation's traditional values. Praise the Communist Party, Uncle Ho, the revolutionary tradition, homeland, country, and vocational education and training sector.

- Educate about morality, responsibility awareness, civic duty, patriotism, socialism, ethics, lifestyle, national culture, history, and global cultural heritage.

- Educate on labor culture, professional work styles; educate on environmental protection; educate on health and HIV/AIDS prevention.

- Reflect on students’ thoughts, aspirations, emotions, responsibilities towards friendship, love, family, teachers, school, and community.

- Praise positive expressions and criticize negative trends in interpersonal relationships, human interaction with world heritage, and the surrounding environment.

- Other cultural and artistic activities in line with legal regulations.
