Under Article 16 of the Charter of Primary Schools issued with Circular 28/2020/TT-BGDĐT concerning classrooms, class organization, grades, and primary school sites:

- Students are divided into classes. Each class has no more than 35 students under the supervision of a homeroom teacher. Each inclusive class shall have no more than 2 disabled students; in special cases, the principal shall arrange additional disabled students in a classroom based on actual conditions to ensure that students with disabilities in need and capable of learning can attend school.

In mountainous areas, remote regions, and particularly disadvantaged areas, merged classes may be organized. The number of students and the number of proficiency groups in a merged class must align with the teaching capacity of teachers and the actual conditions of the school. A merged class shall have no more than 2 proficiency groups; in special cases, it shall be decided by authorized entities but must not exceed 3 proficiency groups. A merged class shall have no more than 15 students.

- Each class has a class president and vice president. Students in the class are divided into groups, each with a group leader and deputy. The class president, vice presidents, group leaders, and deputies are to be candidated by students or introduced by the homeroom teacher, and elected by students in the class and group on a rotational basis during the academic year. Class organization is carried out flexibly, suitable to different subjects and actual conditions.

Classroom activities ensure democracy, self-management, and cooperation. Each student is proactively involved in discussions, participation in planning and organizing class, group, and coordination activities with teacher support.

- Classes of the same level are grouped to coordinate common activities. The ratio of male to female students and class size is balanced among the classes within the same grade.

- Depending on local conditions, a primary school may have additional branches located in different areas for the convenience of students. The principal assigns a vice-principal to be in charge of each branch.

Furthermore, based on Official Dispatch 3898/BGDĐT-GDTH of 2024 issued by the Ministry to Departments of Education and Training concerning the implementation of primary education tasks for the 2024-2025 academic year.

Among the directives, the Ministry of Education and Training mandates ensuring a ratio of 1 classroom per class, adequate facilities, and the number of students per class as stipulated in the Regulation on Primary Schools; sufficient minimum teaching equipment as required; ensuring a ratio of 1.5 teachers per class and the structure of teachers to provide comprehensive coverage of subjects, educational activities, and organizing teaching in 2-day sessions.

Thus, the class size in primary schools for the 2024-2025 academic year will comply with the Charter of Primary Schools, with no more than 35 students per class.

However, in some cases, schools in remote areas may organize merged classes but shall not exceed 15 students per merged class.

Specifically, in Official Dispatch 3898/BGDĐT-GDTH of 2024, it is required to organize informatics teaching for all students in grades 3, 4, and 5 according to the requirements outlined in the general education program; implementing measures to facilitate the informatics teaching as per guidance from the Ministry of Education and Training.

Organize the implementation of Computer Science education activities and digital citizenship skills training for students as instructed by the Ministry of Education and Training. Based on actual conditions, the teaching staff should flexibly enhance Computer Science education and digital citizenship skills training for students in grades 1 and 2, to “form early essential digital citizenship skills,” providing a foundation for students to access and conveniently study Computer Science in grades 3, 4, and 5.

For grades 3, 4, and 5, increase time allocation, content per theme, and knowledge stream to reinforce, deepen knowledge in Computer Science, and create opportunities for students to research, explore, expand their Computer Science knowledge, and develop Computer Science proficiency.

Organize training sessions, and plan to implement digital citizenship skills education in line with the general education program as guided by the Ministry of Education and Training.

Thus, according to the latest Official Dispatch from the Ministry of Education and Training, it is required to organize informatics teaching for all students in grades 3, 4, and 5 according to the requirements outlined in the general education program.

- Primary school classes in schools with multiple educational levels, specialized schools include:
