2. Number of participating teachers
The number of teachers acting as leader of the Ho Chi Minh Young Pioneer Organization participating in the Contest is decided by the Head of the Division of Education and Training (for district level), and the Director of the Department of Education and Training (for provincial level) based on the actual conditions of the locality.
The number of teachers acting as leader of the Ho Chi Minh Young Pioneer Organization participating in the National Contest for excellent leaders of the Ho Chi Minh Young Pioneer Organization is decided by the Ministry of Education and Training.
The number of teachers acting as leaders of the Ho Chi Minh Young Pioneer Organization participating in the Contest is decided by the Head of the Division of Education and Training (for district level), and the Director of the Department of Education and Training (for provincial level) based on the actual conditions of the locality.

(2) The Provincial-level contest is organized every 4 years;
(3) The National Contest for excellent leaders of the Ho Chi Minh Young Pioneer Organization is organized every 5 years.
Thus, the District-level Contest for excellent leaders of the Ho Chi Minh Young Pioneer Organization will be organized every 2 years.

Purpose and requirements of the Contest
1. Purpose of the Contest
a) To select, recognize, and commend teachers acting as leader of the Ho Chi Minh Young Pioneer Organization who achieve the title of excellent leader of the Ho Chi Minh Young Pioneer Organization, providing an opportunity for these teachers to demonstrate their abilities, learn, and exchange experiences in team work and children's movements in schools;
b) To contribute to the implementation of emulation movements in schools; encourage, motivate, and create opportunities for teachers acting as leader of the Ho Chi Minh Young Pioneer Organization to practice, self-study, and innovate. Through the Contest, educational institutions and team organizations can identify, commend, and replicate advanced models, thereby improving the overall educational quality of students in each school, locality, and the whole country, while attracting the participation of social forces in educating students;
c) The Contest serves as one of the bases for evaluating the current status of the team of teachers acting as leader of the Ho Chi Minh Young Pioneer Organization, thereby developing training plans to enhance the professional and technical levels of these teachers, meeting the requirements of educational reform, work team reform, and children's movements.
2. Requirements of the Contest
The organization of the Contest must ensure objectivity, honesty, fairness, and have an educational effect, encouraging and motivating teachers acting as leader of the Ho Chi Minh Young Pioneer Organization to learn, exchange, transfer, and disseminate experiences and models of team work and children's movements in schools.
Thus, according to the above regulations, the purpose and significance of organizing the District-level Contest for excellent leaders of the Ho Chi Minh Young Pioneer Organization are:
(1) To select, recognize, and commend teachers acting as leader of the Ho Chi Minh Young Pioneer Organization who achieve the title of excellent leader of the Ho Chi Minh Young Pioneer Organization.
