According to Article 11 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT, the vice principal of a primary school is the person who assists the principal and is responsible to the principal; takes charge of the duties assigned by the principal; and manages the school's activities when authorized by the principal.
Additionally, a person appointed as vice principal in public schools or acknowledged as vice principal in private schools must achieve the highest level of professional standards for teachers in general education, perform duties assigned by the principal, and meet the following requirements:
Meet the standard training level for educators as stipulated by the Law on Education 2019 for primary education; have taught for at least 05 years (or 04 years for mountainous, island, highland, remote, ethnic minority areas, and extremely disadvantaged areas at the primary level.
The term of office of the vice principal of a primary school is 05 years. After each academic year, the vice principal is reviewed and assessed by the principal, teachers, employees in the school, and the competent authority as per regulations.

a) The school council of a public school is the governing body of the school, executing ownership rights on behalf of the school and stakeholders, responsible for deciding on the school's activities direction, mobilizing and monitoring the use of resources for the school, connecting the school with the community and society, ensuring the achievement of educational objectives.
b) The composition of the school council of a public school includes: Secretary of the Party Committee of Vietnam; principal; chairman of the Trade Union; Secretary of the Ho Chi Minh Communist Youth Union; representatives of the professional teams, the administrative team; representatives of the local government and the parent committee.
The school council consists of a chairman, vice chairman, secretary, and other members.
The number of school council members is a minimum of 07 members and a maximum of 11 members.
c) Duties and powers of the school council of a public school: Deciding the strategy, vision, plans, and developmental objectives of the school in each period and each academic year; deciding the school’s organizational and operational regulations or modifications thereof to be submitted to the competent authority for approval; deciding on the policies for using the school's finances and assets; monitoring the school's activities; overseeing the implementation of the council's resolutions and the application of democratic principles in the school's activities.
d) Operations of the school council of a public primary school
The school council meets at least three times a year. In urgent cases, when requested by the principal or at least one-third of the council members, the council chairman has the right to convene an extraordinary meeting to address arising issues during the execution of the school's duties and authorities. The council chairman may invite representatives of the local government and organizations to attend meetings when necessary.
A school council meeting is valid when at least three-fourths of the council members, including the chairman, are present. Resolutions of the school council are adopted and effective when at least two-thirds of the attending members agree. The school council's resolutions are publicly announced.
