District-level Contest: Includes two deputy chiefs, one of whom is the Deputy Head of the District Education and Training Office or a person in charge of professional duties or organizational duties; and one deputy chief is the president or vice-president of the district team council.
Provincial-level Contest: Includes two deputy chiefs, one of whom is the Deputy Director of the Department of Education and Training or the Head of the Professional Department or the Head of the Personnel Department; and one deputy chief is the president or vice-president of the provincial team council.
c) Members: They are education management officials, members of the training panel for team working skills, experienced and reputable team council staff with good professional competence.

2. Powers and duties of the organizing committee for the contest
a) Organize and manage all activities of the contest according to these regulations;
b) Develop the contest program, schedule, rules, and send notifications to participating units;
c) Prepare the venue, equipment, facilities, funding, and conditions ensuring the contest;
d) Introduce and propose qualified individuals to participate in the drafting committee, the examination committee, and submit to the head of the organizing unit (Director of the Department of Education and Training, Head of the District Education and Training Office) to issue a decision to establish the examination committee;
e) Summarize, evaluate, and announce the contest results;
f) Implement publicity tasks for the contest, report to management agencies as stipulated, and other related tasks.
3. Duties and powers of the chief of the organizing committee for the contest
a) Manage all activities of the contest. The committees and sub-committees work under the direct guidance of the chief of the organizing committee;
b) Has the authority to revoke the participation rights of Team Leader teachers and the judging rights of judges if they violate the regulations of the contest.
The chief of the organizing committee for the contest of Excellent Team Leaders at the district lower secondary school level has the authority to revoke the participation rights of Team Leader teachers and the judging rights of judges if they violate the regulations of the contest.
