- Some general issues about democratic rights within schools in general education institutions.
- Measures to exercise the democratic rights of teachers and students in general education institutions.
- Measures to exercise the democratic rights of students' parents in general education institutions.
(3) Time for implementation: 20 lessons (8 theoretical lessons, 12 practical lessons)
(4) Required outcomes :
- Present some general issues about democratic rights in general education institutions (Concepts, roles, regulations, etc.); some measures to exercise the democratic rights of teachers and students, and students' parents in general education institutions;
- Apply some measures to implement and promote the democratic rights of students, students' parents, and teachers;
- Support colleagues in implementing and promoting the democratic rights of students, students' parents, and teachers.

Under Section 4 of the Regular Retraining Program for teachers in general education institutions, promulgated together with Circular 17/2019/TT-BGDDT, the regulation is as follows:
GUIDELINES FOR PROGRAM IMPLEMENTATION
1. The implementation of the Regular Retraining Program for teachers at general education institutions includes 03 retraining programs as stipulated in Section III of this Program.
2. Retraining duration:
a) Each teacher at a general education institution must ensure the specific training duration as follows:
- retraining program 01: Approximately 1 week/school year (about 40 lessons/school year);
- retraining program 02: Approximately 1 week/school year (about 40 lessons/school year);
- Retraining Program 03: 1 week/school year (40 lessons/school year);
Regaining Program 03 requires a duration of 40 lessons/year, and the Module on exercising democratic rights within schools has a duration of 20 lessons. The Module on exercising democratic rights within schools meets 50% of the lessons for Retraining Program 03.
Therefore, to ensure the duration of Retraining Program 03, the teacher may choose another module (20 lessons) to meet the required 40 lessons.

- Good: Guide and support colleagues in implementing and promoting the democratic rights of students, oneself, students' parents, or guardians, and colleagues.
