*NOTE: Teachers participating in the school-level excellent teacher contest and achieving high results will be recognized. 1. The school-level, district-level, and provincial-level contest for excellent teachers and excellent homeroom teachers:
a) The school-level contest is organized every 2 years by the school. Participants are teachers working at the organizing school;
b) The district-level contest is organized every 2 years by the district Division of Education and Training. Participants are teachers working at preschools, primary schools, and lower secondary schools within the district (or township, provincial city) organizing the contest;
c) The provincial-level contest is organized every 4 years by the Department of Education and Training. Participants are teachers working at preschools and general education institutions within the province or municipality organizing the contest.
2. The number of teachers participating in the school, district, and provincial-level contests for excellent teachers and excellent homeroom teachers is decided by the principal of preschools, primary schools, nursery schools, and children's groups, the head of the general education institution, the head of the Division of Education and Training, and the director of the Department of Education and Training, ensuring suitability with actual conditions, facilities, and local annual budget.
3. The head of the Division of Education and Training specifies the number of preschool teachers participating in the school-level contest for independent children's groups and classes.
The excellent teacher contest will be divided into school-level, district-level, and provincial-level. To be specific:
- The school-level contest is organized every 2 years by the school. Participants are teachers working at the organizing school;
- The district-level contest is organized every 2 years by the district Division of Education and Training. Participants are teachers working at preschools, primary schools, and lower secondary schools within the district (or township, provincial city) organizing the contest;
- The provincial-level contest is organized every 4 years by the Department of Education and Training. Participants are teachers working at preschools and general education institutions within the province or municipality organizing the contest.
Thus, according to the regulation, the school-level excellent teacher contest for lower secondary school teachers will be organized biennially.

1. Purpose of the Contest:
a) To discover, recognize, and honor teachers who achieve the title of excellent teacher, excellent homeroom teacher, and to widely promote advanced examples, contributing to attracting the attention of social forces to participate in the education of children and students, creating the motivation to develop the education career of each locality and the entire sector;
b) To create motivation for teachers to strive, self-improve to meet the requirements of innovation, enhance education quality, and professional development;
c) To contribute to improving the effectiveness of professional activities and promoting competitive movements in teaching and learning in schools; encouraging, motivating, and providing opportunities for teachers to practice, self-study, innovate, learn, exchange, convey, and disseminate experiences in caring for, nurturing, and educating children for preschool teachers, teaching, and homeroom duties for general education teachers.
2. Principles of the Contest:
a) To depend on the voluntariness of teachers; not to coerce, not to create pressure for teachers to participate in the contest;
b) To ensure honesty, democracy, publicity, transparency, fairness, objectiveness, and substantive assurance;
c) To comply with state policies, laws, and sector regulations.

Depending on geographical conditions and the number of participating teachers, the contests can be divided into multiple exam locations or small clusters, ensuring failure to cause difficulties for participating teachers.
