What professional title is a Grade 3 lower secondary school teacher appointed to according to Circular 03?
According to Article 7 of Circular 03/2021/TT-BGDDT of the Ministry of Education and Training of Vietnam, amended by Clause 8, Article 3 of Circular 08/2023/TT-BGDDT, which stipulates the cases of appointment to the professional titles of secondary school teachers as follows:
Cases of appointment to the professional titles of secondary school teachers.
- Public employees who have been appointed to the professional titles of secondary school teachers according to the regulations in Joint Circular 22/2015/TTLT-BGDDT-BNV (This Circular has expired) are now appointed to the professional titles of secondary school teachers as stipulated in this Circular as follows:
+ Appoint to the professional title of Secondary School Teacher Class 3 (code V.07.04.32) for Secondary School Teacher Class 3 (code V.07.04.12) who meet the training standards for Secondary School Teacher Class 3 (code V.07.04.32);
+ Appoint to the professional title of Secondary School Teacher Class 2 (code V.07.04.31) for Secondary School Teacher Class 2 (code V.07.04.11) who have a total duration of holding the professional title of Secondary School Teacher Class 3 (code V.07.04.12) and Class 2 (code V.07.04.11) or equivalent for 09 (nine) years or more (excluding probationary period);
+ Appoint to the professional title of Secondary School Teacher Class 1 (code V.07.04.30) for Secondary School Teacher Class 1 (code V.07.04.10).
Previously, public employees who were appointed to the professional titles of secondary school teachers under the provisions of Joint Circular 22/2015/TTLT-BGDDT-BNV (This Circular has expired) but will now be appointed to the professional title of secondary school teachers according to Article 7 of Circular 03/2021/TT-BGDDT. Specifically:
Appoint to the professional title of Secondary School Teacher Class 3 (code V.07.04.32) for Secondary School Teacher Class 3 (code V.07.04.12) who meet the training standards for Secondary School Teacher Class 3 (code V.07.04.32).
Thus, Secondary School Teacher Class 3 (code V.07.04.12) who have met the standards will be appointed to the professional title of Secondary School Teacher Class 3 (code V.07.04.32) according to Circular 03/2021/TT-BGDDT.

What are the professional competency standards required for Secondary School Teachers of Class 3 to be promoted to Class 2?
According to Clause 4, Article 4 of Circular 03/2021/TT-BGDDT, amended by Clauses 3 and 4, Article 3 of Circular 08/2023/TT-BGDDT:
- Standards for Professional Competency
(1) Mastering the guidelines, policies, and laws of the Communist Party and the State, regulations and requirements of the industry and locality on secondary education, and effectively implementing the assigned tasks;
(2) Ability to flexibly adjust teaching and education plans to suit the actual conditions of the school and locality; ability to develop interdisciplinary lesson plans;
(3) Proactive in updating and flexibly and effectively applying teaching and educational methods and technologies to meet the goals of the general education program, in line with the actual conditions of the school and locality;
(4) Proactively updating and creatively applying methods for testing, evaluating learning results, disciplining, and the progress of students towards developing their qualities and competencies;
(5) Effectively applying psychological and vocational counseling suitable for each student in teaching and education activities;
(6) Proactively and actively establishing healthy, trustworthy cooperative relationships with parents, organizations, and individuals involved in teaching and educational activities;
(7) Proactively studying and promptly updating new professional and operational requirements; creatively, suitably, and effectively applying methods to improve personal professional and operational capacity;
Able to apply information technology in professional activities; able to use foreign languages or ethnic minority languages as required by the job position;
(8) Recognized as an emulation soldier at the grassroots level; or awarded certificates of merit from the district level or higher; or recognized for achieving one of the titles: excellent teacher, excellent homeroom teacher from the school level upwards, or excellent Youth Union instructor from the district level upwards;
(9) Public employees who take the exam or review for promotion to the professional title of Secondary School Teacher Class 2 (code V.07.04.31) must have held the professional title of Secondary School Teacher Class 3 (code V.07.04.32) or equivalent for 09 (nine) years or more (excluding the probationary period) up to the date of the end of the application submission period for the exam or review.
Thus, based on the above regulation, Secondary School Teachers of Class 3 who wish to be promoted to Class 2 must meet the (9) professional competency standards and other standards as provided in Article 4 of Circular 03/2021/TT-BGDDT.
