Under subsection 5, Section A, Part 8 of the Regulations on the minimum knowledge and competency requirements for graduates at intermediate and college levels in fields related to computers and information technology (hereinafter referred to as the Regulations) issued together with Circular 44/2018/TT-BLDTBXH, graduates of college-level data processing in Vietnam may do the following jobs:
- Data Statistics;
- Multimedia Data Processing;
- Database Programming;
- Data System Management.

What is college-level data processing in Vietnam?
Under subsection 1, Section A, Part 8, the Regulations issued together with Circular 44/2018/TT-BLDTBXH, the college-level data processing in Vietnam entails:
College-level data processing involves using computer software to perform tasks of data analysis, statistics, data exploitation, data processing, and operation on an information technology system (computer systems, information processing devices) to produce digital products, application software, multimedia (voice/video), a database set, or a set of text and digitized information that meets technical design requirements, ensuring productivity, quality, and safety standards, corresponding to level 5 in the Vietnamese National Qualifications Framework.
The key responsibilities of Data Processor include:
- Analyzing and statisticizing data using simple and advanced software (EXCEL, SPSS, SAS, STATA...);
- Using image processing, audio processing, and video processing software to meet diverse data processing needs;
- Developing, completing, testing, and evaluating database software;
- Maintaining and operating information technology systems such as computers, networks, and servers;
- Managing, operating, and securing a common database system. Data Processors work with computers in an IT environment at software companies or database management, data analysis, and statistics departments, image processing, audio, video processing departments of enterprises, financial organizations, banks, insurance companies, economic corporations, state entities requiring data processing; the nature of the work demands precision, electrical, electronics safety, data security, and is collaborative, requiring teamwork; therefore, professionals must be in good health, possess sufficient skills and technical knowledge to perform their tasks, with the capability to organize and manage their work.
Minimum knowledge volume: 2,500 hours (equivalent to 90 credits).

Under subsection 3, Section A, Part 8 of the Regulations issued together with Circular 44/2018/TT-BLDTBXH, the minimum requirements for skills of graduates of college-level data processing in Vietnam are:
- Use basic information technology as prescribed;
- Search for information on the Internet to serve their profession and business management;
- Use basic data analysis and statistics software SPSS, EXCEL, advanced (STATA, SAS...);
- Apply statistical data analysis results into reports;
- Install, use, and process data in text, audio, and video formats;
- Operate data processing equipment safely and correctly according to technical procedures;
- Develop database software;
- Install, test, and complete database software;
- Develop a training plan and support users of database software;
- Troubleshoot software database errors;
- Install, use, and manage medium and small database management systems;
- Manage and operate a secure database system;
- Operate safety and data security procedures within the system, backup, and restore the database system;
- Apply environmental protection measures, use energy and resources efficiently;
- Use basic foreign languages, achieving level 2/6 in the Vietnamese Foreign Language Proficiency Framework; apply foreign language knowledge to some professional tasks in the industry.

- Differentiate the basic components of a computer system;
- Explain the operation and configuration of basic networking devices;
- Present the information and data processing procedures in agencies and enterprises;
- Describe the structure, and operating principles of computers, computer networks, and other necessary peripheral devices used in data processing;
- Identify the structure of various basic data types, and how to collect, design, and store such data types;
- Distinguish simple and advanced data analysis and statistics software (SPSS, EXCEL, STATA, SAS...);
- Analyze and evaluate statistical data results;
- Distinguish common data processing programming software;
- Analyze common errors encountered during data processing and solution methods;
- Evaluate the quality of text, audio, and video products after processing;
- Distinguish medium and small database management systems;
- Evaluate the quality of database software;
- Assess data security risks and propose effective data backup plans;
- Present labor safety and occupational hygiene regulations;
- Present basic knowledge of environmental protection, efficient use of energy and resources;
- Present basic knowledge of politics, culture, society, law, national defense security, and physical education as prescribed.
