What is TOEFL Certificate short for in English?

TOEFL stands for Test of English as a Foreign Language. This certificate is an academic test to assess the English proficiency of candidates from intermediate to advanced levels, under the Educational Testing Service (ETS).

The TOEFL certificate has many forms and different types, such as:

TOEFL Primary

TOEFL CBT

Are candidates with a TOEFL 450 exempt from the foreign language paper in the high school graduation exam in Vietnam?

According to Article 35 of the High School Graduation Examination Regulations issued by Circular 15/2020/TT-BGDDT, amended and supplemented by Clause 15 Article 1 Circular 02/2024/TT-BGDDT, which regulates the exemption from the foreign language paper in the recognition of high school graduation

- Subjects exempted from the exam include:

+ Members of the national team participating in the International Olympic foreign language subject according to the decision of the Minister of Ministry of Education and Training.

+ Possessing one of the foreign language certificates specified in the appendix issued with Circular 02/2024/TT-BGDDT or foreign language certificates recognized by the Ministry of Education and Training equivalent to the 6-level Foreign Language Competency Framework for Vietnam (achieving level 3 or higher). The foreign language certificate must be valid until the date of examination procedures.

- Candidates exempt from the foreign language paper will be given 10 points for this exam to be considered for high school graduation recognition.

- Candidates who do not register to use the right to be exempt from the foreign language paper must take the exam and be considered for high school graduation like candidates who are not exempt.

The foreign language certificates used to exempt the foreign language paper in recognizing high school graduation specified in the appendix issued with Circular 02/2024/TT-BGDDT include:

Thus, according to the above regulations, candidates with a TOEFL 450 certificate (including TOEFL ITP 450 points and TOEFL iBT 450 points) will be exempt from the foreign language paper in the high school graduation exam; however, it must be valid until the submission of the exemption application.

In what cases are candidates exempt from all high school graduation papers?

Based on Article 36 of the High School Graduation Examination Regulations issued according to Circular 15/2020/TT-BGDDT, which stipulates the cases exempted from all papers of the high school graduation exam:

[1] Those summoned to participate in the national team selection exam for international or regional Olympics in cultural subjects are exempt from all exams of the high school graduation exam if the following conditions are met:

+ Summoned in the 2nd semester of grade 12;

+ Classified as good conduct and at least good academic performance throughout grade 12;

+ Listed in the exemption list by the Ministry of Education and Training.

[2] Members of the national team participating in international or regional Olympic competitions in science, technology, arts and culture are exempt from all exams of the high school graduation exam if the following conditions are met:

+ Summoned in the 2nd semester of grade 12;

+ Classified as at least average conduct and academic performance throughout grade 12;

+ Listed in the official document proposing exemption and confirming attendance at training and exams, sent to the Department of Education and Training before the high school graduation exam date.

[3] Severely disabled persons and persons with severe disabilities as stipulated in Clause 1, Clause 2 Article 3 of Decree 28/2012/ND-CP; persons who participated in the resistance war affected by chemical toxins with a labor capacity reduction of 61% or more; children of those who participated in the resistance war affected by chemical toxins, personally affected by a labor capacity reduction of 61% or more, must meet the following conditions:

+ For persons with disabilities following the general education program: Completed the high school program; meet the conditions to take the exam as stipulated in Clause 2 Article 12 of the High School Graduation Examination Regulations issued by Circular 15/2020/TT-BGDDT; have a disability certification issued by a competent authority;

+ For persons with disabilities unable to meet the general education program: Confirmed by the principal of the high school where they are registered to attend regarding achieving the annual Personal Education Plan at the high school level; have a disability certification issued by a competent authority;

+ For participants in the resistance war, children of those who participated in the resistance war affected by chemical toxins: Completed the high school program; meet the conditions to take the exam as stipulated in Clause 2 Article 12 of the High School Graduation Examination Regulations issued by Circular 15/2020/TT-BGDDT; have a certification of being affected by chemical toxins and having a labor capacity reduction of 61% or more issued by a competent authority.
