In Vietnam, what is the time for payment of the registration fees of aspirations used for admission to full-time undergraduate programs in 2024?
According to sub-section 7, Section I of Official Dispatch 1957/BGDDT-GDDH 2024, the time for payment of the registration fees of aspirations used for admission to full-time undergraduate programs is from July 31 to 17:00 on August 6, 2024.
Candidates must pay the registration fees of aspirations used for admission to full-time undergraduate programs online following the Ministry of Education and Training's guidelines.
Candidates should note: before paying the fee, from July 18 to 17:00 on July 30, 2024, candidates can register, adjust, and supplement their aspirations used for admission to full-time undergraduate programs without limit:
- Candidates use the account provided to process their information (input, view, edit) on the System;
- Registration for aspirations used for admission for specific programs must be done online on the System or the National Public Service Portal (Guidelines are posted on the System or the National Public Service Portal);
- Candidates' aspiration registrations for all training institutions are structured by program and ranked from 1 onwards (aspiration 1 being the highest), simultaneously, candidates must provide data (as per criteria, conditions, and registration processes prescribed by training institutions) corresponding to the program they have applied for to facilitate selection (Detailed registration steps are posted on the System as candidates access to register);
- All candidates' aspirations for training institutions will be processed on the System, and each candidate will be admitted to only one highest aspiration out of all registered aspirations upon meeting all eligibility requirements;
- Candidates who have completed their registration of enrollment to training institutions per the early selection plan of training institutions, if deemed eligible (except for high school graduation condition) must continue to register for aspirations used for admission on the System to be considered for selection per regulations.

Why is there no "payment" button upon payment of the registration fees of aspirations used for admission to full-time undergraduate programs in Vietnam?
According to the guidelines in Official Dispatch 3646/BGDDT-CNTT 2023, the reason for not seeing the "payment" button upon payment of the registration fees of aspirations used for admission to full-time undergraduate programs in Vietnam is as follows:
The fee payment period is from July 31 to 17:00 on August 6, 2024. The "payment" button will also appear during this fee payment period.
Moreover, to ensure safety, and convenience, and avoid overloading during the online payment process, in 2023, the Ministry of Education and Training announced a schedule for candidates to make online payments on the System sorted by provinces/cities (where candidates submitted their applications).
It is likely that in 2024, candidates will also pay fees according to the schedule for provinces/cities. Candidates and parents should frequently update information to pay the fees within the prescribed timeframe.

(1) Fairness to candidates
+ Regarding information provision: Every interested candidate will be provided with full, clear, reliable, and consistent information promptly, enabling them to make appropriate decisions and best prepare for the admissions process;
+ Regarding opportunities to apply: No candidate will lose the opportunity to apply due to regulations not related to their qualifications or abilities (except for specific regulations by the Ministry of Public Security and the Ministry of National Defense concerning defense and security fields); or due to cumbersome and costly application processes;
+ Regarding capability assessment: Candidates must be evaluated objectively, fairly, and reliably concerning their study potential and prospects for success, meeting the requirements of the training programs and disciplines;
+ Regarding admission chances: Candidates must be granted the highest opportunity to gain admission and the right to determine their preferred training programs and disciplines among those they qualify for;
+ Regarding commitment fulfillment: Educational institutions must fulfill their commitments to candidates, providing advice, support, and addressing complaints, safeguarding the legitimate rights of candidates in risky situations.
(2) Equality among educational institutions
+ Regarding cooperation: Educational institutions should cooperate equally to enhance the quality and effectiveness of the admission process while bringing the best benefits to candidates;
+ Regarding competition: Educational institutions should compete honestly, fairly, and healthily in the admissions process according to competition law.
(3) Transparency to society
+ Regarding information transparency: Educational institutions are responsible for publicly announcing full, clear, and prompt admission information through suitable media for public and regulatory oversight;
+ Regarding accountability: Educational institutions are obliged to report upon request by regulatory agencies and explain issues of great concern to the public in a suitable manner.
