Management of pedagogical colleges
1. The pedagogical colleges in this Charter includes: the central pedagogical college and the local pedagogical college, in which:
a) The central pedagogical college is under the Ministry of Education and Training; it is directly managed by the Ministry of Education and Training, also subject to territorial management by the Provincial People's Committee where the college's main head office and branch are located;
b) The local pedagogical college is under the Provincial People's Committee; it is directly managed by the Provincial People's Committee.
2. The pedagogical college is established by decision of the Minister of Education and Training; it is subject to state management of education by the Ministry of Education and Training for teacher training majors; it is subject to state management of vocational education by the Ministry of Labor - Invalids and Social Affairs when engaging in training majors managed by the Ministry of Labor - Invalids and Social Affairs.
3. The Provincial People's Committee is responsible for cooperating with the Ministry of Education and Training to perform state management according to the functions, tasks, and assignments of the Government of Vietnam concerning the pedagogical college as stipulated in this Charter and related current legal provisions.
Thus, the pedagogical college in Vietnam is managed by the Ministry of Education and Training for teacher training majors.
Additionally, the pedagogical college is under the state management of vocational education by the Ministry of Labor - Invalids and Social Affairs when engaging in training majors managed by the Ministry of Labor - Invalids and Social Affairs.

What are the qualifications required for the principal of a pedagogical college in Vietnam?
Under Article 10 of the Charter of the Pedagogical College issued together with Circular 23/2022/TT-BGDDT:
Principal
1. The qualifications, conditions, roles, positions, tasks, powers, and tenure of the principal of a pedagogical college shall be implemented according to the provisions of the Law on Vocational Education; the regulations on the recruitment, use, and management of public employees by the Government of Vietnam and the following specific provisions:
a) The principal of a pedagogical college must have a reputation in science and education; possess at least a master's degree, including at least one bachelor's degree in the Educational Sciences and Teacher Training sector, and have at least 5 years of teaching or managerial experience at the departmental level in colleges or universities, or have at least 5 years of educational management experience at the departmental level or higher in educational management agencies; have undergone training and professional development in educational management assessed at least as satisfactory by the training institution, be capable of school administration; before being appointed, the principal must have at least 3 consecutive years of good performance evaluation.
b) In case of appointing someone from other organizations, the competent management authority shall follow the legal procedures to make the principal of the pedagogical college a tenured member.

- Collaborate with political organizations, political-social organizations, political-social-professional organizations, social organizations, social-professional organizations, and professional organizations to achieve the goal of comprehensive education for learners; closely combine education at school, family, and society.
- Implement the policy of socializing education, have solutions to attract social organizations, recruiting organizations, enterprises, and other stakeholders to participate in infrastructure investment; provide advice to the school on development planning, sectoral structure, training level structure, program development; support funding for learners and recruit graduates, supervise educational activities, and create a healthy educational environment.
- Disseminate scientific knowledge, transfer scientific research results, and develop technology and services in the community.
