Under Clause 1, Article 4 of Circular 62/2023/TT-BCA, the regulations are as follows:

Specific health requirements for enrollment of new students, recruitment of citizens into the People's Public Security, and transfer to professional service policies for conscripted non-commissioned officers upon the expiration of their service in the People's Public Security

1. General Standards

Citizens participating in enrollment of new students, recruitment into the People's Public Security, and conscripted non-commissioned officers upon the expiration of their service in the People's Public Security considered for transfer to professional service policies are deemed to meet health criteria if they satisfy the following standards:

a) There is health classified as Type 1 (one), Type 2 (two);

b) Height ranges from 1.64m to 1.95m for males, and from 1.58m to 1.80m for females, except in specific cases where height standards are reduced as stipulated in Clauses 2 and 3 of this Article;

c) Eyesight without glasses must meet 09-10/10 for each eye, with a total combined eyesight of 18/10 or higher. If there are refractive errors: Myopia, hyperopia, each eye must not exceed 03 (three) diopters; if astigmatism, then physiological astigmatism or each eye must be under 01 (one) diopter; eyesight with corrective lenses must be at least 09/10 for each eye, with a combined total of 19/10 or higher (candidates must ensure compliance with eyesight standards according to regulations if successfully admitted for new admission/recruitment into the People's Public Security, and considered for transfer to professional service within the People's Public Security), except for cases stated in Point b, Clause 3 of this Article;

d) Meet the specific indexes as stipulated in Article 6 of this Circular.

What are the separate health requirements in enrollment to People's Police schools in Vietnam?

According to Clause 2, Article 4 of Circular 62/2023/TT-BCA, citizens participating in the new admission process into the People's Police must meet general health standards and the following specific standards:

Citizens participating in the enrollment of new students to the People's Public Security force  must meet the standards stipulated in Clause 1, Article 4 of Circular 62/2023/TT-BCA and the following standards:

- Citizens applying for the People's Police schools as non-commissioned officers serving Police duty: Height must meet the height standards at the time of selection for Police duty in the People's Police.

- Citizens applying for the People's Police schools who are ethnic minorities: Height between 1.62 m and 1.95 m for males, and between 1.56 m and 1.80 m for females.

- Citizens from priority policy group UT1 according to Appendix 2 issued with Circular 08/2022/TT-BGDĐT: Height between 1.60 m and 1.95 m for males, and between 1.55 m and 1.80 m for females.

UT1 group includes:

Vietnamese citizens who are ethnic minorities with a permanent residence of at least 18 months during their upper secondary school or intermediate education in Region 1.

Workers directly engaged in production with continuous work of 5 years or more, including at least 2 years as a provincial-level or higher-level exemplary soldier recognized and awarded a certificate of merit.

- Invalids, sick soldiers, persons with certificates of entitlements as invalids;

- Soldiers; officers, non-commissioned officers, conscripts serving in the People's Public Security assigned to study with at least 12 months of service in Region 1;

- Soldiers; officers, non-commissioned officers, conscripts serving in the People's Public Security assigned to study with at least 18 months of service;

- Soldiers; officers, non-commissioned officers, and conscripts serving in the People's Public Security discharged, recognized as having completed their mandatory service.

- Relatives of martyrs;

- Children of invalids, sick soldiers, and persons with the same entitlements as invalids with labor capability reduction of 81% or more;

- Children of those who participated in the resistance suffering from chemical toxicity with labor capability reduction of 81% or more;

- Children of Heroes of the People's Armed Forces;

- Children of Labor Heroes during the resistance period;

- Children of those participating in the resistance suffering from deformities, and defects due to chemical toxicity are entitled to monthly allowances.

- Citizens applying for the People's Police schools who are Vietnamese graduates with university degrees from domestic or international universities in natural sciences, engineering, computer science, information technology fields: Height between 1.62 m and 1.95 m for males, and between 1.56 m and 1.80 m for females.

- Citizens registering for cultural education at the upper secondary level who are subject to direct admission and admission: Height must be at least 1.55m for males, and at least 1.50m for females;

- Citizens possessing multiple priority qualifications are only entitled to the highest priority qualification.

May male candidates suffering from pigment disorders register for enrollment into people's police schools in Vietnam?

Under Clause 1, Article 6 of Circular 62/2023/TT-BCA, the regulations are as follows:

Specific Indexes

1. Citizens participating in enrollment of new students, recruitment into the People's Public Security, and conscripted non-commissioned officers upon the expiration of their service in the People's Public Security considered for transfer to professional service policies must meet the following specific indexes:

a) Not addicted to drugs or precursors stated in Decree No. 57/2022/ND-CP dated August 25, 2022, of the Government of Vietnam delineating the list of drugs and precursors;

b) Normal hair color and type (according to the People's Public Security regulations);

c) Not having skin pigment disorders, except for localized pigmentation on the cheeks (melasma);

...

Male candidates suffering from pigment disorders are not eligible to register for enrollment into people's police schools in Vietnam, except for cases of localized pigmentation on the cheeks (melasma).
