According to Article 8 of Circular 04/2021/TT-BGDDT of the Ministry of Education and Training of Vietnam, the regulations are as follows:

Salary classification

1. Public employees appointed to the professional titles of high school teachers stipulated in this Circular are subject to the corresponding salary scale issued under Decree No. 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam on salary policies for officials, public employees, and armed forces. Specifically:

a) High school teachers in grade III, code V.07.05.15, apply salary coefficients of public employees type A1, ranging from 2.34 to 4.98;

b) High school teachers in grade II, code V.07.05.14, apply salary coefficients of public employees type A2, group A2.2, ranging from 4.0 to 6.38;

c) High school teachers in grade I, code V.07.05.13, apply salary coefficients of public employees type A2, group A2.1, ranging from 4.40 to 6.78.

2. Salary classification upon appointment to a professional title is guided by clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, by the Ministry of Home Affairs guiding salary classification upon promotion or transfer of officials and public employees and as per current legal regulations. The salary reclassification when a new salary policy is implemented shall follow the Government’s regulations.

Thus, high school teachers' salaries are determined based on the following coefficients:

- Grade III high school teachers: salary coefficients from 2.34 to 4.98;

- Grade II high school teachers: salary coefficients from 4.0 to 6.38;

- Grade I high school teachers: salary coefficients from 4.40 to 6.78.

According to Article 3 of Decree 73/2024/ND-CP pf Vietnam's Government, the statutory pay rate from July 1, 2024, is 2,340,000 VND/month. As a result, the salaries of high school teachers, who are public employees, will also increase.

The formula for calculating the salary of high school teachers based on the statutory pay rate is as follows:

Salary = Statutory Pay Rate x Salary Coefficient

Thus, from July 1, 2024, the salaries of high school teachers will be as follows:

* Grade I High School Teacher

* Grade II High School Teacher

* Grade III High School Teacher

Therefore, from July 1, 2024, the salary applicable to high school teachers as public employees will range from 5,475,600 VND/month to 15,865,200 VND/month.

Note: The above salary levels do not include other allowances or benefits as regulated.

According to Article 90 of the Labor Code 2019 of Vietnam:

1. A salary is an amount the employer pays the employee under an agreement for a work performed by the latter. Salary equals (=) base salary plus (+) allowances and other additional amounts.

2. The base salary must not fall below the statutory minimum wages.

3. Employers shall pay salaries fairly without discrimination against genders of employees who perform equal works.

The wage of high school teachers will be determined based on the agreement between the teacher and the school. This agreement must ensure compliance with the minimum wage.

According to Article 91 of the Labor Code 2019, the satutory minimum wages are as follows:

Statutory minimum wages

1. Statutory minimum wages are minimum wages of workers who do the simplest jobs in normal working conditions that are sufficient to support themselves and their families, and appropriate for socio-economic development.

2. Statutory minimum wages per month or per hour vary according to regions.

3. Statutory minimum wages shall be adjusted according to minimum living standards of workers and their families; the relation between statutory minimum wages and usual salaries; consumer price index, economy growth rate; labor supply and demand, productivity and financial capacity of enterprises.

4. The Government shall elaborate this Article; decide and announce the statutory minimum wages on the basis of proposals of National Salary Council.
