Under Article 2 of Circular 04/2021-TT-BGDDT, currently, upper secondary school teachers hold the following three ranks of professional titles:

- Grade III upper secondary school teacher - Code V.07.05.15.

- Grade II upper secondary school teacher - Code V.07.05.14.

- Grade I upper secondary school teacher - Code V.07.05.13.

What is the salary coefficient of upper secondary school teachers in Vietnam?

Under Article 8 of Circular 04/2021-TT-BGDDT, the salary grading is stipulated as follows:

Salary grading

1. Public employees appointed to the professional titles of upper secondary school teachers as stipulated in this Circular are to apply the corresponding payrolls issued under Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials, public employees, and armed forces. To be specific:

a) Grade III upper secondary school teacher, code V.07.05.15, applies the salary coefficient of public employees of category A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;

b) Grade II upper secondary school teacher, code V.07.05.14, applies the salary coefficient of public employees of category A2, group A2.2, from a salary coefficient of 4.0 to a salary coefficient of 6.38;

c) Grade I upper secondary school teacher, code V.07.05.13, applies the salary coefficient of public employees of category A2, group A2.1, from a salary coefficient of 4.40 to a salary coefficient of 6.78.

2. The salary grading upon appointment to the professional title grades shall follow the instructions in item 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs guiding salary grading when promotion, transfer, change of ranks of officials, and categories of public employees, and according to the current provisions of law. When a new salary policy is implemented, the salary change and grading will follow the Government's regulations.

Thus, the salary coefficient of upper secondary school teachers is specified as follows:

- Grade III upper secondary school teacher has a salary coefficient from 2.34 to 4.98;

- Grade II upper secondary school teacher has a salary coefficient from 4.0 to 6.38;

- Grade I upper secondary school teacher has a salary coefficient from 4.40 to 6.78.

Under Article 2a of Circular 04/2021-TT-BGDDT as supplemented by clause 1, Article 4 of Circular 08/2023/TT-BGDDT, upper secondary school teachers must meet the following standards of professional ethics:

- Adhere to the policies, guidelines, and laws of the Communist Party, the State, the regulations of the education sector, and local secondary education regulations.

- Regularly cultivate ethics, uphold a sense of responsibility, maintain the dignity, honor, and esteem of educators; be a role model for students.

- Love, treat fairly, and respect students; protect the legitimate rights and interests of students; unite and assist colleagues.

- Strictly adhere to the general responsibilities and duties of public employees and the Ministry of Education and Training's regulations on teacher ethics.

What are the professional competencies required for Grade III upper secondary school teachers in Vietnam?

Under Article 3 of Circular 04/2021-TT-BGDDT as amended and supplemented by clause 3, Article 4 of Circular 08/2023/TT-BGDDT, Grade III upper secondary school teachers in Vietnam must meet the following professional competency standards:

- Understand the policies, guidelines, and laws of the Communist Party of Vietnam, the State, and the sector's and local requirements for secondary education and implement them in assigned tasks;

- Be able to develop teaching plans and construct lesson plans under interdisciplinary themes for overlapping knowledge between subjects; approach modern teaching methods, teaching techniques, and new integrated teaching models;

- Effectively utilize technological devices, teaching equipment, and resources in teaching, educating, and managing students;

- Coordinate with the school, family, and society to implement ethics education, and lifestyle education for students; provide psychological counseling, and career orientation, discover student talents and potentials; support students in life skills education; organize entrepreneurship and vocational experience activities for upper secondary school students;

- Be capable of teaching via the Internet and on television according to the curriculum;

- Apply assessment methods to evaluate student learning outcomes, training, and progress toward developing student competencies;

- Utilize innovative experiences and educational research results in practical teaching, educating students, or creating upper secondary school teaching aids and equipment;

- Guide upper secondary school students in scientific and technical research from school level upwards;

- Engage in continuous self-learning and professional development;

- Apply information technology in professional activities and use foreign languages or ethnic minority languages as required by the job position.
