What is the salary coefficient of Grade II primary school teachers in Vietnam?
Pursuant to Clause 1, Article 8 of Circular 02/2021/TT-BGDDT, the regulations are as follows:
Salary arrangement
1. Public employees appointed to the professional titles of primary school teachers as stipulated in this Circular shall apply the corresponding payroll issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:
a) Grade III primary school teacher, code V.07.03.29, applies the salary coefficient of public employee category A1, from salary coefficient 2.34 to salary coefficient 4.98;
b) Grade II primary school teacher, code V.07.03.28, applies the salary coefficient of public employee category A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38;
c) Grade I primary school teacher, code V.07.03.27, applies the salary coefficient of public employee category A2, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.

According to the above regulation, a Grade II primary school teacher applies the salary coefficient of public employee category A2, group A2.2, from a salary coefficient of 4.00 to a salary coefficient of 6.38.
Additionally, based on Article 3 Decree 73/2024/ND-CP, the statutory pay rate applied to primary school teachers who are public employees in public service providers is currently 2,340,000 VND/month.
The new salary paid to a Grade II primary school teacher ranges from 9,360,000 VND to 14,929,200 VND.

What are the standards of professional ethics for Grade II primary school teachers in Vietnam?
Pursuant to Chapter 12 of Circular 02/2021/TT-BGDDT supplemented by Clause 1, Article 2 of Circular 08/2023/TT-BGDDT, the standards of professional ethics for Grade II primary school teachers in Vietnam are as follows:
(1) Comply with the policies and guidelines of the Communist Party of Vietnam, the laws of the State, the regulations of the sector, and the locality related to primary education.
(2) Regularly cultivate morality, uphold the spirit of responsibility, maintain the quality, honor, and prestige of educators; be a role model for students.
(3) Love, treat students fairly, respect them, protect their legitimate rights and interests; be united and supportive of colleagues.
(4) Strictly adhere to the regulations on the responsibilities and obligations of public employees and the regulations of the Ministry of Education and Training on teacher ethics.
What are the professional qualifications and competencies required for Grade II primary school teachers in Vietnam?
Under Article 4 of Circular 02/2021/TT-BGDDT which has been amended, some contents have been repealed by Clauses 2, 3, and 12, Article 2 of Circular 08/2023/TT-BGDDT, the standards for appointing a primary school teacher to become a Grade II primary school teacher are as follows:
- Qualifications:
+ Hold a bachelor's degree or higher in pedagogy training for primary school teachers.
+ In cases where the subject lacks teachers with a bachelor's degree in pedagogy training, teachers must hold a bachelor's degree in a relevant major and a pedagogical retraining certificate for primary school teachers according to the program issued by the Minister of Education and Training;
+ Hold a retraining certificate according to the standards of professional titles for primary school teachers.
- Professional competence:
+ Master the policies, guidelines, and laws of the Communist Party of Vietnam, the State, regulations, and requirements of the sector and locality related to primary education and effectively implement them in assigned tasks;
+ Effectively implement educational plans and programs; proactively and flexibly adjust teaching and educational plans in accordance with the actual conditions of the school and locality;
+ Have the ability to flexibly apply and guide colleagues to apply and promptly update the requirements to innovate educational knowledge and students' psychological and emotional characteristics in practical education; be self-reliant, responsible for the implementation of professional duties (content, educational methods, student evaluation) and the quality and effectiveness of education for each student under their charge;
+ Actively and proactively cooperate with colleagues, parents, and communities to enhance the educational effectiveness of students;
+ Apply the results of scientific educational research into practical teaching and education; have the ability to evaluate or guide colleagues in producing scientific educational research from the school level upwards;
+ Have the ability to perform professional duties: participate in judging panels, inspections, and evaluations; develop and implement teaching topics;
+ Be capable of applying information technology in professional activities; be able to use a foreign language or ethnic minority language as required for the job position;
+ Have been recognized as a grassroots-level emulation soldier; or have received a certificate of merit or diploma of merit from the district level upwards; or have been recognized in one of the following titles: excellent teacher, excellent homeroom teacher from the school level upwards, excellent leader of the Ho Chi Minh Young Pioneer Organization from the district level upwards;
+ Public employees taking the exam or consideration for rank promotion to Grade II primary school teacher (code V.07.03.28) must have held the professional title of Grade III primary school teacher (code V.07.03.29) or equivalent for at least 09 (nine) years (excluding probation period) by the deadline for submitting the application for taking the exam or consideration for promotion.
