Salary arrangement
1. Public employees appointed to the professional titles of primary school teachers as stipulated in this Circular shall apply the corresponding payroll issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:
a) Grade III primary school teacher, code V.07.03.29, applies the salary coefficient of public employee category A1, from salary coefficient of 2.34 to salary coefficient of 4.98;
b) Grade II primary school teacher, code V.07.03.28, applies the salary coefficient of public employee category A2, group A2.2, from salary coefficient of 4.00 to salary coefficient of 6.38;
c) Grade I primary school teacher, code V.07.03.27, applies the salary coefficient of public employee category A2, group A2.1, from salary coefficient of 4.40 to salary coefficient of 6.78.

According to Clause 1, Article 5 of Circular 02/2021/TT-BGDDT, the duties of Grade I primary school teachers are stipulated as follows:
Grade I primary school teacher - Code: V.07.03.27
1. Duties
In addition to the duties of Grade II primary school teachers, Grade I primary school teachers must perform the following duties:
a) Participate in editing, compiling, and developing teacher training and primary school student materials or join the Council for selecting textbooks when chosen;
b) Host training and professional activities, school thematic sessions, or participate in evaluating and approving colleagues' applied educational research topics from the district level upwards;
c) Participate in external evaluation teams or in teams conducting inspections, audits of professional and occupational skills of primary school teachers from the district level upwards;
d) Join the jury of the excellent teacher competition or excellent homeroom teacher, or excellent leader of the Ho Chi Minh Young Pioneer Organization from at the district level upwards.

What are the professional qualifications and competencies required for Grade I primary school teachers in Vietnam?
According to Clauses 3 and 4, Article 5 of Circular 02/2021/TT-BGDDT, which are amended and abolished by Article 2 of Circular 08/2023/TT-BGDDT, the standards for Grade I primary school teachers are stipulated as follows:
- Qualifications:
- Hold a bachelor's degree or higher in pedagogy training for primary school teachers.
In cases where the subject is lacking teachers with a bachelor's degree in teacher education, they must have a bachelor's degree in a relevant major and a certificate of pedagogical retraining for primary school teachers according to the program issued by the Minister of Education and Training;
- Have a retraining certificate according to the standards of the professional titles of primary school teachers.
- Professional competence:
- Actively, proactively implement, advocate, and guide colleagues in executing the policies, guidelines, laws of the Communist Party of Vietnam, State, regulations, and requirements of the education sector and localities in educational assignments;
- Proactively and creatively implement educational plans to suit students, schools, and localities; support colleagues in effectively implementing teaching and educational plans;
- Actively share experiences, guide, and support colleagues, parents, and the community to enhance the effectiveness of student education;
- Be able to evaluate or guide colleagues in creating applied educational research products from the district level upwards;
- Be capable of applying information technology in professional activities; able to use foreign languages or ethnic minority languages as required by the job position.
- Have been recognized as a ministerial/departmental/provincial level emulation soldier, or awarded merit certificates from provincial level upwards; or recognized for achieving one of the following titles: excellent teacher, excellent homeroom teacher, or excellent leader of the Ho Chi Minh Young Pioneer Organization from the district level upwards;
- Public employees taking the exam or consideration for rank promotion to Grade I primary school teachers (code V.07.03.27) must have held the professional title of Grade II primary school teacher (code V.07.03.28) or equivalent for at least 6 (six) years by the deadline for submitting the application for taking the exam or consideration for promotion.
