According to Clause 3, Article 6 of Circular 40/2020/TT-BGDDT, the professional competencies required for a senior lecturer at a public university in Vietnam are stipulated as follows:
- Have in-depth knowledge of the subjects assigned to teach and strong knowledge of some related subjects in the assigned training major;
- Be well-versed in the reality and development trends of the training, scientific research work of the major;
- Lead at least 02 (two) science and technology tasks at the institutional level or 01 (one) science and technology task at a higher level that has been accepted with results from satisfactory and above;
- Guide at least 02 (two) students to earn a master's degree, or be the main or co-advisor for at least 01 (one) Ph.D. student who has earned a doctoral degree;
For lecturers teaching in health sciences, guiding 01 (one) student in successfully defending a specialized residency dissertation or clinical residency is considered equivalent to guiding 01 (one) master's degree student.
For lecturers teaching in the arts, it is possible to substitute the role of main or co-advisor for 01 (one) Ph.D. student with 01 (one) research paper, creation that has won reputable awards domestically and internationally.
For lecturers not participating in guiding master's or doctoral theses, the number of accepted scientific research topics must be twice the number of research topics stipulated at point c of this clause;
- Lead the compilation of at least 01 (one) training book evaluated by a scientific council (approved by the head of the higher education institution or competent authority) and adopted in training and retraining from the undergraduate level and higher, relevant to the lecturer's teaching or training subject, and has an ISBN international standard book number;
- Be the author of at least 06 (six) scientific papers that are the lecturer's scientific research work published in scientific journals with an ISSN international standard serial number;
- Be proficient in applying information technology and using foreign languages in performing the tasks of the senior lecturer (Grade I);
- Public employees taking the examination or consideration for rank promotion from the professional title of principal lecturer (Grade II), code V.07.01.02, to the professional title of senior lecturer (Grade I), code V.07.01.01, must have held the professional title of principal lecturer (Grade II), code V.07.01.02, or equivalent for a minimum of 06 (six) years; including at least 01 year (full 12 months) holding the professional title of principal lecturer (Grade II), code V.07.01.02, until the end of the time limit for submitting application for the examination or consideration for rank promotion.

Leading or participating in the acceptance and publication of scientific reports, research works, exchanging experiences contributing to the development of the department and major; participating in international cooperation activities, and ensuring the quality of higher education;
[5] Organizing the guidance of students' scientific research; guiding students on effective learning and research methods; discovering students' talents to organize training and nurturing of talents;
[6] Leading or participating in training, and developing faculty members according to the development requirements of the department or major;
[7] Studying and retraining to improve political theory, professional skills, and teaching methods; participating in practical activities to improve the quality of training and scientific research;
[8] Participating in management work, Communist Party activities, mass organizations, and performing other tasks according to the regulations of public higher education institutions and other legal provisions.
