What are the duties of Grade III lecturers at public universities in Vietnam?
According to Article 5 of Circular 40/2020/TT-BGDDT, the duties of Grade III lecturers at public universities in Vietnam include:
- Teaching, guiding, and grading theses and graduation projects; participating in teaching master's and doctoral programs and guiding, and evaluating master's theses and doctoral dissertations if meeting the required standards;
- Participating in the development and enhancement of academic programs;
- Leading or co-authoring textbooks, reference books, monographs, instructional books, and translating textbooks and academic materials from foreign languages to Vietnamese (collectively referred to as training materials);
- Organizing and participating in scientific research activities; writing and presenting scientific reports at conferences and seminars; participating in evaluating internal research projects and students' scientific research projects; participating in international cooperation activities and ensuring higher education quality;
- Participating in class supervising, academic advising; guiding discussions, practical sessions, experiments, and internships;
- Pursuing further studies and professional development to enhance political theory, professional skills, and teaching methodologies; engaging in practical activities to improve training and research quality;
- Participating in management duties, CPV and mass organization work, and other duties as per the organizational and operational regulations of public higher education institutions and relevant legal provisions.
What are the standards for Grade III lecturers at public universities in Vietnam?
According to Article 3 and Clauses 2 and 3, Article 5 of Circular 40/2020/TT-BGDDT, amended by Clause 1, Article 2 of Circular 04/2022/TT-BGDDT, Grade III lecturers at public universities in Vietnam must meet the following standards:
- Standards of professional ethics
+ Be dedicated to the profession, uphold the dignity and reputation of educators; foster solidarity, respect, and cooperation with colleagues in professional and personal capacities; practice kindness, tolerance, and courteous interaction with students, learners, and researchers (hereinafter collectively referred to as learners); protect the legitimate rights and interests of learners, colleagues, and the community.
+ Be diligent in work; adhere to the rules and regulations of the public higher education institution and sectoral laws.
+ Be fair in teaching and education, correctly assessing the actual capacity of learners; practice thrift, fight against achievement disease/corruption and waste.
+ Other standards of professional ethics as prescribed by law.
- Standards of qualifications:
+ Hold a master's degree or higher relevant to the position or teaching major;
+ Possess a retraining certificate according to the standards of professional titles of university lecturers.
- Standards of professional competence:
+ Master the fundamental knowledge of the assigned subject; possess a general understanding of several related subjects in the assigned specialty;
+ Understand and correctly implement the objectives, plans, content, and programs of the assigned subjects; identify the realities and developmental trends of training and research in the specialty domestically and internationally;
+ Effectively and safely use teaching aids and equipment, employing effective teaching methodologies suitable to the subject content; achieve at least required teaching standards;
+ Be able to conduct scientific research; apply scientific and technological advancements in teaching and assigned duties;
+ Be able to utilize information technology and foreign languages in performing the duties of a lecturer (Grade III).
What is the salary coefficient for Grade III lecturers at public universities in Vietnam?
According to Article 10 of Circular 40/2020/TT-BGDDT, the regulation is as follows:

2. The professional titles for teaching public employees stipulated in this Circular shall be subject to the professional payroll for officials and public employees in public service providers of the State (Table 3) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces. To be specific:
a) The professional title of Senior Lecturer (Grade I) applies the salary coefficient for public employees category A3, group 1 (A3.1) from salary coefficient 6.20 to salary coefficient 8.00;
b) The professional title of Principal Lecturer (Grade II) applies the salary coefficient for public employees category A2, group 1 (A2.1) from salary coefficient 4.40 to salary coefficient 6.78;
c) The professional title of Lecturer (Grade III) and Teaching Assistant (Grade III) applies the salary coefficient for public employees category A1, from salary coefficient 2.34 to salary coefficient 4.98.
2. The salary arrangement for professional titles is performed after being appointed by the competent authority to the professional titles stipulated in this Circular, as guided in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs on guiding salary arrangement when upgrading, transferring, or changing the rank of officials and category of public employees, and in accordance with the current legal provisions.
Thus, Grade III lecturers at public universities in Vietnam shall be subject to the professional payroll for officials and public employees in public service providers of the State (Table 3) issued together with Decree 204/2004/ND-CP with the salary coefficient of public employees category A1ranging from 2.34 to 4.98.
